Domestic software test maturity level is the most Level 2 below based on TMMi. The first condition of enhancement of test maturity is that know exactly what the current maturity. There is no Level 1 definition in TMMi, but even the same level of maturity level of an organization, there are clear differences. In this study, grasp a maturity level of Level 1 organization, while less effort to improve in Level organization, the ways to achieve Level 2 is presented. Sub practices with dependencies in Level 2 is grouped with the corresponding process areas and define a Level 1 newly at 3 phases. If sub practices with dependencies are tied and improve a process, it will produce the effect which attains the practices all at once. It is difficult to apply a Software Process Certification to small scale project, because of much activities and documents for manage project and guarantee the qualities in small manpower. This paper presents optimized Software Process Certification Model for small scale software development, a combine Scrum with essential elements of NIPA's(National IT industry Promotion Agency) SP-Certification model. The proposed model defined minimum Activities and Documents for SP Certification. The model that I showed consists of 16 Processes and 58 Activities, and 39 Artifacts are created. As a result of having compared proposed model with a Standard Process of Small Business, I confirmed that a small scale project's burden reduced because Activity decreased 38% and Document decreased 20%. In this paper, we present the cost measurement metrics for the operation management and service improvement besides the general maintenance. The cost measurement metrics of the operation management and service improvement are based on the metrics that are classified and summarized precedent studies and complemented by empirical measuring indicators, and we propose the maintenance cost estimation model based on this metrics. Data quality management is extremely important. In this study, we proposed data standardization for effective quality management of enterprise-owned data about distributed goods and validated its effectiveness by case study. For the standardization of data, we designed data category and data dictionary. Additionally, we categorized data and identified its attributes for data category design, and we developed design process for data dictionary and built the dictionary of word, term, domain and code for data dictionary design. And then we proposed output documents which have to be written for data standardization.
