The instruments of pretrial arrangements prescribed in the Criminal Procedure Code are insufficient to regulate pretrial mechanisms in practice. The problems in question are related to the pretrial examination period. Pretrial shall be carried out speedily within seven days at the latest or pretrial examination should be stopped if the first examination of the subject matter commenced. In conjunction with a criminal justice system, the pretrial and subject matter examination system are different and separate sub-systems, although integrated in a series of criminal justice systems. The purpose of this paper is to examine whether the pretrial termination due to the examination of the subject matter is appropriate according to criminal justice system perspective. This research is a doctrinal research with the statute approach and conceptual approach, by reviewing the pretrial arrangement relating to the concept of criminal justice system. Examination at the pretrial and the subject matter are two different and separate sub-systems. They should not exclude each other, the examination of subject matter should not the pretrial process, or the subject matter examination cannot be started before pretrial verdict have passed.

There is a direct impact between governance and corruption. They also evolve over time. For governance, the development of the concept has brought us to Sound Governance, a concept that is suitable and responds to international norms of governance. While the development concept has concluded the Sustainable Development Goals (SDGs), one of the Goals is the establishment of a strong institution. This work was conducted in the law and policy framework using regulations and public policy as the main reference for analyzing and evaluating purposes. The result has shown that implementation of Sound Governance with the adoption of Goal 16 target and indicator is the useful mean for corruption prevention and the for village governance.

Pengabdian ini dilatarbelakangi oleh permasalahan dari usaha dagang (catering, craft, pulsa, furniture, pot bunga) dan jasa (jasa pijat) yang dimiliki penyandang disabilitas di kota Magelang antara lain keterbatasan modal yang dimiliki karena untuk mengakses pinjaman kredit diPerbankan dengan berbagai administrasi dan jaminan yang begitu kompleks, belum adanya koperasi penyandang disabilitas di kota Magelang sehingga UMKM disabilitas kesulitan modal dan pemasaran, belum ada pelatihan dari pemerintah terkait pemberdayaan disabilitas, tingkat produktifitas masih kurang, dan tingkat ketergantungan masih tinggi. Program Kemitraan Masyarakat ini bertujuan untuk mencapai kesejahteraan penyandang disabilitas dengan meningkatkan kapasitas UMKM yang dikelola disabilitas mengenai hal-hal terkait (a) motivasi pentingnya koperasi disabilitas di kota Magelang, (b) pendampingan mendirikan koperasi disabilitas kota Magelang, (c) menghubungkan koperasi disabilitas tersebut dengan pihak–pihak terkait dalam pengelolaannya. Pelaksanaan Program Kemitraan Masyarakat ini dilakukan dengan menggunakan metode pelaksanaan ceramah, tutorial, dan diskusi. Hasil pengabdian ini adalah memiliki motivasi usaha untuk kemandirian disabilitas, meningkatkan pemahaman tentang perkoperasian, dan menyiapkan persyaratan pendirian koperasi. Tindak lanjut dari program pengabdian ini adalah melengkapi persyaratan administrasi mulai dari pembuatan rencana usaha, pembuatan Anggaran Dasar/Anggaran Rumah Tangga, dan pendaftaran badan hukum ke notaris.

Legal development aims to realize justice, certainty, and legal benefits, so legal development is explored in the social interaction of society itself. This research is concerned with the development of progressive and humanist law based on local wisdom. The concept looks at the relationship between 1) local wisdom and legal development, 2) local community participation and legal development, and 3) progressive legal development based on local wisdom. The type of juridical sociological research, data collection techniques with documentation, observation, and interviews, then the data analysis technique used is the interaction analysis model. The results of the study are the existence of local wisdom values in influencing the development of law in the community, namely the value of mutual cooperation and the value of deliberation. Community participation in the development of law in society has space for community participation in legal developments since planning, implementation, monitoring and evaluation. The values of local wisdom and community participation have potential in the development of progressive-humanist law, namely in the development of progressive and humanist law influenced by the values of local wisdom and the role of community participation so as to be able to build a law of conscience, respect human dignity and be able to provide a sense of justice according to the noble values that live in society. The suggestion from this research is that the community always maintains and preserves local wisdom that lives and grows in people's lives. The community and local government always maintain a synergistic relationship in the implementation of democratic community participation. In policy planning, it always explores the values of local wisdom in society and always involves community participation in creating progressive and humanist laws.
