Case studies of these hstitutions and a description of the model developed to explain the outcomes are available in Richardson and Skinner (1991). More than half (52 percent) of the interviewees reported attending a community college. A majority of the graduates (58 percent) indicated they were the first in their families to attain a college degree. First-generation college graduates were significantly more likely to have attended a community college (60 percent) in comparison with those who reported that one or both parents had graduated from college (42 percent), but clearly community colleges played an important role in helping both groups obtain their baccalaureates. This article is based on a national comparative study of state higher education governance structures. The study sought to improve understanding of how differences in the state governance structures affect system performance. This article develops a new f
ramework for examining such structures and its implications for state policy. The study suggests that statewide governance is best understood as the result of the interaction between the framework's two dimensions: policy environment and system design.
