The Unmet Need for Family Planning (KB) in 2019 is still far from the 2015-2019 Strategic Plan target set at 9.91 percent. Seventeen provinces have a percentage of Unmet Need KB above the national figure (14.4 percent). One of them is West Java Province, with a percentage of Unmet Need of 14.8%. Provinces with a high number of Unmet Needs require the attention of policymakers, especially in the COVID-19 pandemic. West Java is the high-risk red zone category of COVID-19. Increased public awareness of the transmission of Covid-19 is an additional constraint to reducing the Unmet Need for family planning in the community. Therefore, it isnecessary to analyze the determinants of Unmet Need as a basis for formulating policies on family planning services appropriate to be applied during the COVID-19 pandemic. This research used mixed methods with SKAP 2019 data as secondary data to identify determinants of Unmet Need for Family Planning in West Java, and primary data in the form of in-depth interviews with family planning service stakeholders to explore the implementation of family planning services in West Java, including the COVID-19 pandemic situation. Furthermore, multinomial logistic regression using in the data analysis. The results showed that the variables that had a statistically significant effect on Unmet Need Spacing were age (OR = 0.485) and never visits health facilities (OR = 1.616). While the variables that have a significant effect on Unmet Need Limiting are the variable age (OR = 7.101), the number of living children more than 3 (OR = 1.466), rural residence (OR = 0.528), and the median wealth index (OR = 1.536).
Migration is one of the factors that influences the dynamics of population, both through the number of migrants and the fertility of migrants. The large number of migrants to West Java Province is one of the causes of a considerable increase in population. If migrants have higher fertility than non-migrants, the effect will be even greater. This study aims to examine the difference of fertility between migrants and non-migrants as well as factors affecting fertility in West Java. The data used is 2015 National Socio-Economic Survey (Susenas). The analysis is done using descriptive and inferential statistics. The results show that there is a tendency for migrants to have higher fertility compared with non-migrants while the socio-economic factors that have an effect on fertility are education, first marriage age, use of contraceptives, and main activities (work).

<p>This thesis examines the process of family planning decision-making with a view to understanding women's empowerment within the context of the Indonesian population policies and family planning programme. The objective of the family planning programme, established in 1970, is to create 'small, happy and prosperous families' through community participation. This goal has been strengthened by the passage of Law No. 10 of 1992 concerning "Population Development and the Development of Prosperous Families". From 2000, in line with the 1994 International Conference on Population and Development Programme of Action, women's empowerment has become one of the major concerns of the family planning programme as stipulated in its new vision and mission statements. Data for this thesis are provided by fieldwork conducted in two villages in West Java province, Indonesia, from December 2002 until May 2003. A qualitative research design, with a phenomenological approach, has shaped the conduct of this study. The case studies in the two villages revealed that the philosophy of 'small and prosperous family' has permeated down to the village. This idea has influenced the village couples' decisions regarding family size. Smaller families with better-educated children are believed to lead to increased family prosperity. Generally, decisions to do with family planning and childbearing are made by women because men regard them as women's business. The contraceptive preferences show that women bear the major responsibility in the use of family planning methods. Thus women in these villages were empowered, but only partially. The women's role in terms of decision-making still exists within the framework of the interests of their husbands. Nevertheless, women's empowerment in family planning, through access to information and contraceptive services, has emerged from the case studies as a key factor that has enabled village women to make informed choices to control their family size. Women's control of fertility has been a major contributor to the success in reducing fertility and increasing family prosperity.</p>
