This paper discusses the impact caused by a virus outbreak called coronavirus disease (COVID-19). The virus initially appeared in Wuhan, China, in late 2019, then spread throughout the world, including the Asia-Pacific Region (APR). COVID-19 is believed to have damaged health and the global economy. Unlike the crisis that was caused by many previous disruptions, the impact caused by COVID-19 is wider and bigger. Many economic sectors have been paralyzed and suffered losses, such as production and trade. Export-import cooperation has become a dependency between countries, and this has also been hampered due to the rapid spread of this pandemic. Then, the closure of transportation access and the suggestion to stay at home has made the tourism sector sluggish. Meanwhile, another effect of this pandemic is the emergence of new poor groups due to the rise in layoffs. This study uses qualitative research methods to search for theoretical references relevant to cases or problems found in various works of literature, mainly scientific journals, books, reports, and actual and trusted news on the internet. This study aims to explore the potential of COVID-19 that not only threatens health, but also social, political, and economic spheres. From the analysis, it was concluded that COVID-19 could inhibit all global socio- economic activities that threaten the success of realizing Sustainable Development Goals (SDGs), but on the other hand, this pandemic can also be momentum for a more sustainable life order.
This paper analyzes the opportunities for the development of Aceh province in the era of globalization. Paradiplomacy is one of the efforts that can be utilized to develop the Aceh province. Based on the Constitution Number 11 of 2006 on the Aceh government, has given Aceh province considerable authority to develop its territory, including establishing diplomatic relations with the regions others abroad through the Paradiplomacy practice. But, with this considerable authority, Aceh is still the poorest region in Sumatra and the poorest number 6 in Indonesia based on the statistics centre data (BPS) in 2019. This means that Aceh still fails to exploit its social and natural conditions for the development of its territory. In This research we used qualitative method, by gathering previous studies through observation, interviews and data collection. Aceh could utilize the "Tsunami Disaster" to become the initial capital to practice paradiplomacy with other regions abroad. Actually Aceh also has other capital, namely as a former conflict area and also as the best coffee producer in the world. Therefore, Aceh has at least three large capitals to establish cooperation with foreign parties through the paradiplomacy practice, with the concept of sister Province, Sister City.
The COVID-19 outbreak is believed to have slowed economic acceleration in several countries, including Indonesia. Dramatic economic changes affect the country's performance in overcoming poverty and unemployment. This article aims to analyze the social and economic impact of the pandemic. It can be seen that the government, as the holder of the mandate of power, still and will continue to rely on social protection programs in dealing with the social and economic impacts that are currently being faced. The government can expand social security and assistance programs by strengthening collaboration between local authorities and non-state institutions. In addition to social protection, Indonesia, known as a country with a Muslim majority, has a religious instrument called zakat, which is believed to overcome the spike in poverty. Moreover, zakat is also considered a potential instrument to support some countries in achieving SDG goals as long as they are appropriately managed.
Kesadaran dalam melakukan kerjasama internasional harus ditumbuhkan oleh pemerintah pusat terhadap pemerintah daerah. Dinamisnya perkembangan dunia mengharuskan pemerintah pusat menjadi lebih terbuka dalam setiap peluang yang ada demi pembangunan yang lebih merata. Makalah ini menggunakan metode penelitian kualitatif dengan mengembangkan teori dan konsep dalam proses analisis berdasarkan data yang dikumpulkan dari buku, jurnal, dan sumber terbuka lainnya. Adapun tujuan utama dalam tulisan ini adalah untuk mengungkap peluang dan tantangan yang dihadapi pemerintah daerah di Indonesia dalam praktik paradiplomasi, khususnya di kawasan Indo-Pasifik. Berdasarkan hasil kajian, peluang pemerintah daerah dalam ekspansi internasional di kawasan Indo-Pasifik cukup potensial karena negara wilayah di kawasan Indo-Pasifik memiliki banyak kesamaan yang menjadi salah satu indikator krusial dalam praktik paradiplomasi. Kesempatan ini sayangnya belum berjalan secara maksimal karena banyak praktik paradiplomasi yang sejauh ini tengah berjalan hanya sampai pada tahap perjanjian bersama atau MoU saja; kemudian adanya pandemi yang membuat sejumlah hubungan bilateral terpaksa vakum; dan masalah teknis lainnya. Walupun begitu, pemerintah pusat harus terus berperan aktif dalam mendorong pemerintah daerah untuk lebih bertaji dalam kerjasama luar negeri dalam lingkup kawasan.Awareness in conducting international cooperation must be raised by the central government to local governments. The dynamic development of the world requires the central government to be more open in every opportunity that exists for a more equitable development. This paper uses qualitative research methods by developing theories and concepts in the analysis process based on data collected from books, journals, and other open sources. The main objective of this paper is to uncover the opportunities and challenges faced by local governments in Indonesia in the practice of paradiplomacy, especially in the Indo-Pacific region. Based on the results of the study, the opportunities for local governments in international expansion in the Indo-Pacific region are quite potential because regional countries in the Indo-Pacific region have many similarities which are one of the crucial indicators in the practice of paradiplomacy. Unfortunately, this opportunity has not run optimally because many para-diplomacy practices that have been running so far have only reached the stage of a collective agreement or MoU; then there was a pandemic that forced a number of bilateral relations to be vacuumed; and other technical problems. Even so, the central government must continue to play an active role in encouraging local governments to be more ambitious in foreign cooperation within the region.
Kekerasan terhadap bangsa Rohingya di Myanmar memaksanya untuk mencari perlindungan ke negara-negara tetangga seperti Bangladesh, Thailand, Malaysia dan Indonesia. Bangsa Rohingya butuh perhatian dari pemerintah, organisasi dan masyarakat internasional. Berangkat dari permasalahan ini, Program Studi Ilmu Hubungan Internasional, berkolaborasi dengan Premier Oil Andaman dan dengan berbagai pihak lainnya seperti LPPM Umuslim, UNHCR, IOM dan YKMI, telah sukses memberikan sedikit kontribusi nyata terhadap bangsa Rohingya sebagai bentuk kepedulian dari sisi kemanusiaan. Kegiatan pengabdian ini dilaksanakan di Balai Latihan Kerja Lhokseumawe di desa Meunasah Mee. Kegiatan pengabdian ini dilaksanakan dengan beberapa rangkaian kegiatan, pertama pemberian bantuan, kedua pelatihan softskill dan ketiga acara hiburan dari tim Seni Rapa i ‘Cakra Donya’ Desa Pante Piyeu, Peusangan Bireuen. Hasil dari kegiatan pengabdian ini adalah bangsa Rogingya bisa mendapatkan bantuan untuk kebutuhan sehari-hari dan hiburan untuk menghilangkan rasa trauma yang selama ini bangsa Rohingya alami di Myanmar dan di tengah laut saat masa pelarian dari penyiksaan.
