This paper analyses the issue of appropriate pricing of water for effectively controlling water pollution by distilleries in India. A major focus of the study is the practice of diluting effluent streams by clean groundwater to meet environmental regulations. The analysis is undertaken using a nonlinear programming model. The results indicate that under the command and control system of environmental regulation, or if it is replaced by fiscal instruments, groundwater must be appropriately priced, reflecting its economic cost, to ensure that the distilleries undertake pollution abatement to the desired extent.
The COVID-19 pandemic has thrown many challenges for governments across the globe. Building on an initial understanding of the fallouts of the pandemic and the learning from the coping and management responses so far, this article first identifies some necessary elements and notions critical in shaping the post-pandemic development paradigm. The article also examines India’s post-COVID-19 economic package to understand the gaps and the elements we need to build further on for greening the economic recovery. This analysis has benefitted from inputs and insights received from the representatives of industry and subject experts through a webinar and a survey based on a structured, open-ended questionnaire.
Developing countries are increasingly concerned about the growing pollution levels in cities. Because of the lack of reliable information on the nature and magnitude of emissions/discharges from various industrial sources it is difficult for regulators to formulate cost-effective strategies for industrial pollution control. This article uses the Industrial Pollution Projection System database to estimate the industrial pollution load and the associated abatement cost, which can be used to design cost-effective strategies for pollution control. The article also illustrates the cost-effectiveness of market based instruments such as effluent charge vis-a-vis regulation.
When continuous monitoring of individual emissions is not feasible, policy makers need to investigate what other options are available and how best to provide appropriate incentives for pollution reduction. This paper offers an analysis of some such options with a view to identifying and suggesting appropriate policy measures for emission control from automobiles in Delhi.
