Effective and efficient governance is demanded in this competitive globalization era. Work performance of bureaucrats that still does not meet people’s expectation is still experienced by the people. That problem can be reduced by the implementation of the ministerial regulation on civil servants and bureaucratic reform number:Kep/33/M.PAN/7/2011. It regulates the placement of civil servants and has been applied by the Office for Housing Facilities Bali Province. Its bureaucrats were placed in the positions according to their knowledge, educational background, and expertise and skills so that they work and serve the people better. The writer used perspctective qualitative approach to identify the phenomenon. Primary and secondary data were collected through observation and interview, and analysed with interactive data analysis technique (Miles, Hubernam, and Saldana 2014). Based on the analysis, it can be concluded that the indicators that were used to assign a civil servant in a certain position in this office were knowledge, skills, and expertise. Abstrak: Kinerja para birokrat sangat penting dalam memberikan pelayanan kepada masyarakat. Profesionalisme mereka semakin dituntut oleh masyarakat yang semakin kritis dan oleh era globalisasi yang mengharuskan setiap orang bekerja dengan cepat dan tepat. Implementasi Peraturan Menteri Pendayagunaan Aparatur Negera dan Reformasi Birokrasi Nomor:Kep/33/M.PAN/7/2011 tanggal 7 Juli 2011 tentang pedoman Analisis Jabatan adalah salah satu hal mendasar untuk mewujudkan kinerja birokrat yang sesuai tuntutan jaman. Penempatan sumber daya aparatur sipil negara (ASN) yang diterapkan pada Balai Prasarana Permukiman Wilayah Bali, yang telah menerapkan penempatan sumber daya manusianya yang sesuai seperti posisi jabatan kepala bidang maupun kepala seksi yang memenuhi standar kompetensi. Penempatan tersebut harus dilakukan berdasarkan latar belakang pendidikan, keahlian atau keterampilan, dan pengalaman. Dalam penelitian kualitatif ini, penulis menggunakan mengumpulkan data primer dan sekunder dengan melakukan observasi dan wawancara. Dari riset yang sudah dilaksanakan, penulis menyimpulkan bahwa kualifikasi pendidikan belum berpengaruh pada penempatan Aparatur Sipil Negara (ASN) di Kantor Balai Prasarana Permukiman Wilayah Bali.
Penerimaan sektor pajak memberikan kontribusi terhadap pembangunan nasional, maka dari itu penelitian ini dilakukan untuk mengetahui efektifitas pelaksanaan samsat drive thru dalam meningkatkan kepatuhan wajib pajak kendaraan di Kabupaten Gianyar. Penelitian ini menggunakan metode penelitian kualitatif. Penelitian ini merupakan jenis penelitian kualitatif. Wawancara, observasi, dan dokumentasi dilakukan untuk mengumpulkan data. Setelah data yang dikumpulkan tersebut dianalisis secara kualitatif, dapat diketahui bahwa pelaksanaan drive thru samsat di Kabupaten Gianyar dalam meningkatkan kepatuhan wajib pajak berjalan efektif. Ini disebabkan oleh meningkatnya jumlah wajib pajak yang patuh sehingga realisasi penerimaan pajak kendaraan bermotor dapat melebih target.
Penelitian ini bertujuan untuk mengetahui apakah Pelaksanaan Program ATCS berpengaruh terhadap kinerja Dinas Perhubungan Kota Denpasar pada Kantor Unit Pelaksana Teknis Pelayanan Transportasi Darat. Peneliti menggunakan pendekatan deskriptif kualitatif. Untuk mengumpulkan data peneliti melakukan wawancara dan observasi secara langsung. Pertanyaan-pertanyaan yang diberikan kepada responden dibuat berdasarkan lima indikator yang telah ditentukan. Analisis terhadap data yang dikumpulkan menunjukkan bahwa penelitian pelaksanaan program ATCS di Kota Denpasar mampu meningkatkan kinerja
This research was conducted to find out the potential, constraints and expectations of farmers in Anggabaya Subak as a sustainable subak to become agro-tourism. The research method used is descriptive qualitative. A qualitative approach was used to analyze the data from a survey of the community in Anggabaya Village. From the interview, it can be seen that Anggabaya subak has the potential to be developed into an agro-tourism. The obstacles faced are infrastructure problems such as roads, parking, toilets, and other supporting facilities that are not sufficient. The hope is to be able to open new job opportunities for local communities and be able to increase added value for farmers in Anggabaya subak. All efforts to make Subak Anggabaya an agro-tourism must be carried out by preserving nature and culture. Water sources, rice fields, farmers, subak temples, and autonomous properties both inside and outside must remain but must also be present.
