The current novel coronavirus (COVID-19) outbreak, which began in December 2019, represents a significant challenge for Albania, as well as for the entire world. This study considers that Albania has prepared several action plans over the years related to pandemic influenza preparedness, health security, and health emergencies. The result shows that sharing information about the preparedness of Albania’s plan has a significant positive impact on the response adequately and in a timely manner, offering protection to the population. This paper first investigates the novel nature of the virus during a pandemic situation in Albania and proposes public protection plans to respond to the coronavirus. In brief, the current main objectives in Albania are to create a protected environment, update information and create response measures for the Albanian population. The results show that the measures taken are helping the health indicators to stay constant and decrease the curve of the pandemic.Keyword: coronavirus, measures, indicators, response, Albanian population
This abstract is to provide a concise description of the strategy of implementation of social health insurance scheme in Albania. The health insurance scheme in Albania was established from 1995 year 1 and it covered a basic list of reimbursable drugs and the payment of family doctors in the system since its inception. From year to year, the scheme evolved gradually, with different expanding the range of the covered services throught shifting from undifferentiated funding to payment for health services packages in Albania. From the year 2013, Health Insurance Fund of Albania 2 takes the decisions to change the mechanisms of the health insurance scheme. The new health insurance scheme covers the primary health care service, the hospitals service and the list of reimbursamble drugs. This abstract proposes which are the principles on which the health insurance scheme wills based in Albania, which are the categories benefiting from the health insurance scheme and which are the amount of compulsory health insurance contribution. In brief, the current social helath insurance scheme situation in Albania if includes any problems as health financing; if the social health insurance scheme is consolidated. These proposals in this abstract are ambitious and require detailed implementation of social helath insurance scheme and planning for the Albanian population how to be insured in the health sector of Albania.
This abstract is to provide a concise description of the role of hospital funding in Albania. For many years, hospitals in Albania been funded on an historical and line-by-line basis. From year to year, the budgets has based on the previous year's funding with adjustments based on inflation and political factors. The Health Insurance Fund of Albania is preparing to take over funding decisions with respect to hospitals in January 2017, in the event they are requested to do so. This abstract proposes a fives year program in which Health Insurance Fund of Albania could begin immediately with changes to hospital funding which would generate greater equity among hospitals in terms of funding based on population served. The additional data collected will also enable the Health Insurance Fund of Albania to move toward implementation of a case mix model, which be used for funding but is recommended to be used only as a method to improve the allocation process by putting cost values to cases treated including resource intensity weights reflecting the cost of services. In brief, the current situation in Albania includes the following problems as isufficiency in health financing; the national health insurance scheme is still not consolidated; planning and budgeting are not coordinated; inefficient management of financial resources and lack of transparency and accountability. These reform proposals are ambitious and require detailed planning for their implementation. Significant efforts will be required from key players in the health sector.
The level of management of traumatic health care services in Albania as a service of the Military University Hospital in Emergency Care differs in relation to other university hospitals across the country, mainly due to changes in the public health of the population. The article aims to present the management of traumatic patients at the Military Hospital in Albania, providing examples of the number of cases that have been addressed in the spread of this disease as epidemiology in Albania. The literature review and data statistics will be carried out by using the hospital records that will be used for further research in Albania. In addition, there is a study of international reports on Trauma management issues, trauma care and quality in Trauma. Much of the results consider the necessity of adopting a comprehensive traumatic system, focusing on quality management and improving trauma care to increase survival and reduce complications to the wounded. Urban conditions and public health policies are the most important factors in developing and implementing programs to improve emergency trauma care services. The heterogeneity of the population and its geographical distribution, the complexity of road accidents, are challenging factors for quantitative research on trauma management and the effectiveness of its care. Staff training in all areas, combined with the existence of modern vehicles and equipment, means of communication and timely transfer of the ambulance, contribute to the treatment of patients with urgent trauma, life saving and prevention of all types of disabilities.
