The innovative content of the components, stages, and results of the construction and implementation of the toolset, which provides a formalized assessment and choice of a rational scenario for reengineering implementation at a modern enterprise in the form of a target project, was displayed. The need for research is caused by the fact that the existing approaches to reengineering business processes in an application for construction enterprises require significant adjustments. The reengineering of a construction enterprise as a target project should be coordinated with the projects and works executed by a construction enterprise. The proposed analytical support makes it possible to determine for each of the construction enterprises an alternative to reengineering adapted for its needs. Modules as part of the proposed analytical support implement a single algorithm of unambiguously formalized substantiation of the construction enterprise renovation project – through a developer reengineering project. This toolset allows rationalizing and adjusting decisions on the coordination of determinative characteristics of the above project – the essence of changes, their duration, estimated cost, investment stages. The presented study provides a clearly formalized management technology for evaluating and selecting reengineering options, determining in advance the future benefits of reengineering transformations, namely, functional-technological, technological, technical, managerial, and economic changes. The created analytical support makes it possible to perform successful administrative support of a reengineering project. Its implementation will ensure an irreversible qualitative "jump" in the trajectory of the life cycle of an enterprise and expected strategic priorities.
European countries are recognized leaders in the use of public-private partnerships in project management for large-scale infrastructure projects, including those that contribute to energy efficiency in various sectors of the economy. Their experience is a useful example for Ukraine in its quest for energy independence and economic stability. Establishing partnerships with business will increase the resources of the state and promote the involvement of the private sector in the implementation of profitable and image projects for both stakeholders. The development of mechanisms and recommendations for the development of public-private partnership (PPP) should be preceded by an analysis of international experience in creating a favorable and attractive environment in which public-private partnerships can be intensified. Since energy efficiency is the key to the successful functioning of the economy of any state, it is necessary, creating the conditions for the successful functioning of public-private partnership, to develop programs and projects to improve energy efficiency, which will be implemented under the PPP on a priority basis.
The article analyzes the basic strategic documents in the fields of energy efficiency, energy saving and the development of renewable energy sources. Certain problems of the practical implementation of these basic documents have been identified and the need to introduce a comprehensive approach to their solution has been substantiated. The methodological principles of strategic planning at the local level, reflected in the developed Action Plans for sustainable energy development and climate, are highlighted, and their place in the comprehensive system of strategic planning is determined. There is a justified need to develop strategic documents in the field of energy efficiency and the development of alternative energy at the regional level. A vision of a complex end-to-end vertical system of strategic energy planning at the national, regional and local levels is proposed. A new economic category of coalescence was introduced as the result of purposeful merging (coalescence) of elements into a system to obtain new emergent qualities and ensure maximum screening (filtration) of negative influences (action of factors). The methodological significance for economic science of this category lies in its ability to ensure the strengthening of integration processes within the energy cluster, to enable the creation of conditions for comprehensive organizational, informational, educational, methodical, material, financial and technical support for the process of generating public needs for energy-efficient sustainable development. The content of a number of leading research definitions, in particular "coalescent structure", "coalescent-structured energy cluster", is substantiated. The last definition is defined by the author as "an innovative structure of a hybrid type, which, in the format of long-term economic and social interaction, integrates the potential and efforts of stakeholders to realize the goals of sustainable socio-economic development of communities through the preparation and implementation of a number of territorially localized and socially oriented modernization projects of existing infrastructural facilities objects and the creation of a new socially significant energy infrastructure connected by a single link.
Public-private partnership (PPP) long ago became a worldwide mechanism for the implementation of big-scale state projects, which require significant financing. One of the most widespread areas of PPP application are the sustainable energy development programs, which when successfully carried out become a key to the energy security for any country. The implementation of similar projects at the national level require the detailed examination and systematization of the international experience, which may be used to elaborate the methodical and practical recommendations for its application in the Ukrainian context. This article analyzes the Asian countries’ experience and introduces the efficiency assessment mechanism for PPP project management by the public sector, based on the analysis made. European countries are well-known leaders in application of public-private partnership for big-scale projects implementation in various economic sectors. Their experience is a good example for Ukraine on its way to energy independence and economic stability. The establishment of partner liaisons with businesses will expand the State’s capacities and facilitate the private sector engagement to profitable and image-building projects for both stakeholders. Prior to elaboration of mechanisms and recommendation for PPP development, an analysis should be carried out to study the international experience of favorable basis establishment to incentivize PPP. The ontological approaches to classification of the national targeted programs were updated to reflect the essence of the targeted sustainable energy development programs. The study of the relevant international experience and domestic practices of clusterization and public-private partnerships has confirmed that for the energy-cluster-based PPPs to be successful the political will of the national government shall be supported by businesses, civil society organizations, research centers and think-tanks, and administrative centers providing assistance to authorities and territorial communities in preparation and implementation of the targeted programs.
