Under modern economic conditions, digitalization of the economy is a strategic development priority in many countries. The introduction of technologies that promote digitalization of the economy allows the state, businesses and society to interact effectively in order to increasingly large-scale and dynamic process. Digital economy is becoming a critical driver of innovation, economic growth and competitiveness. Introduction of digital technologies opens up new opportunities for cooperation at all stages of the innovation process. The constant exchange of ideas and data sharing accelerate the innovation process fast and make it sustainable. A model of innovative development based on digitalization tools has been proposed. The authors have identified opportunities, detected threats in view of the pandemics events of 2020, revealed constraints of economic activity under lockdown, developed support measures by taking into account the specifics of digital transformation, summarized the results and focused on improving the ICT infrastructure and integrating digital technologies into the real sector of the economy. The conclusions and generalizations made in the course of the research, aswell as the model of innovative development and recommendations for increasing the efficiency of the implementation of measures to support innovation in the context of digital transformation can be used to develop plans and programs for the development of territories.
The authors analyze the features of innovative development in Russia and foreign countries, discuss the experience of building an innovation system, consider its areas that need more in-depth research, as well as some features of its formation and adaptation to the rapidly changing needs of scientific and technological progress in order to achieve its maximum positive impact on the socio-economic system. A special attention is paid to the conceptual approaches to support innovation for the formulation and implementation of the government innovation policy, as well as to the current state of the innovative development, assessing its bottlenecks from one side and prospects -from the other. The analysis has shown that presently, all the main elements of the innovation system that exist in the foreign countries are represented in Russia as well, and the volume of the state funding for research and development tends to grow. The main problem is that the implemented measures of the state support for the innovative development do not entail tangible results, including structural changes in the economy. Especially if comparing with the countries-leaders in innovation who exceed Russia in many times.The key problems in the innovative development of the Russian economy which must be addressed in the actualized government innovation policy we summarize as following: underestimating the role of science and innovation in achieving national economic security and increasing the country's competitiveness; low efficiency of the current system of government control of innovative development; lack of an integrated innovation strategy; low level of research staff potential; imbalances in levels of regional development; imbalance between the level of education and the level of labour force qualification; low innovation indicators and demand for innovation in the business environment; problems in the field of innovation legislation; insufficient financing of activities in the field of scientific research and development; low level of development of technology commercialization process.
We are currently at the stage of forming a digital economy. Due to the lack of relevant statistical and empirical data and rapid technological progress, public authorities are faced with constantly changing priorities when developing strategies for digitalizing the economy. The formation and development of the national segment of the digital economy is necessary to achieve sustainable economic growth, increase the country's competitiveness and improve the quality of life of the population. The need to predict trends in innovative development in the context of the digitalization of the economy, taking into account modern realities, predetermined the choice of the topic and the main directions of the study. The article presents international comparisons of indicators that characterize the prospects and opportunities for innovative development. The possible consequences of digital transformation are considered. The stages of the formation of the innovation ecosystem are justified. Recommendations for the formation of an innovation ecosystem in the context of digital transformation are summarized.
In order to achieve high rates of socio-economic development, the priority is to implement a clear, consistent and long-term state innovation policy. In the transition to an innovative economy in the first place is the principle of rational use of material, labor, financial resources. But qualitative changes in social and economic development can be achieved only by improving the legal and institutional regulation of relations in the field of innovation management, which is the authority of public authorities. The article reveals the main problems on the way of innovative development, substantiates the main aspects of management of this process, provides recommendations for improving the efficiency of the process of innovation management.
