One of the assumptions of the draft of the Act on Urban Planning and Construction Code is to strengthen social participation in creating spatial policies at all levels of planning. As part of the conducted research, a questionnaire was designed for the purposes of this article. The research was carried out on people who took part in the expositions of Local Spatial Development Plans (LSDP) and public discussions taking place in the communes of Siemianowice Śląskie and Pszów. The conducted questionnaire inquiry pointed to the low level of public awareness regarding procedures, as well as the lack of understanding of these documents due to the illegible form of the presentation of the approved local plans provided by the Act on planning and spatial development. Only 26% of the respondents declared to have good knowledge of the procedures for developing and approving local plans. The draft of the Urban and Construction Code Act, which is to replace the mentioned act, provides for a substantiation of the LSDP that may contain a visualization presenting the local plan regulations in a graphic manner, understandable to people who do not have technical knowledge, including digitally excluded persons. The conducted inquiry has shown that more than half of all respondents admitted that the usage of both a large-scale map and an orthophotomap as a cartographic background for the visualization of LSDP findings was by far the most legible. The proposed solutions can be introduced directly into the regulation on the detailed rules for the preparation of spatial planning acts. The statutory delegation for its issue was included in article 243 of the Act on Urban Planning and Construction Code draft published on 23rd November 2017 on the website of the Ministry of Infrastructure and Construction.
Fulfilling the required prerequisites for acquisitive prescription (usucaption) such as uninterrupted possession and the lapse of time results in the acquisition of ownership. Both, in the stage of examining the case in respect of fulfilling the prerequisites for acquisitive prescription as well as in the stage of adjudicating in court proceedings, contemporary and archive surveying and photogrammetric evidence plays a vital role. There are situations when the socalled "acquisitive prescription map", prepared by a licensed land surveyor, showing the area being the subject of the petition and the state of cadastral boundaries as of the day of acquiring the ownership right, is necessary. The aim of this paper is the analysis of the applicability of present and archival aerial photos, maps, especially cadastral orthophotomaps and other documents gathered in the state geodetic and cartographic resource as a proof of holding an immovable, justifying the data of acquiring the right by acquisitive prescription and showing the scope of possession. In fact, the combined analysis of all the above-mentioned evidence accessible for a given area gives complete information about a property being in its entirety or in part a matter of proceedings for ascertaining the acquisition of the ownership of a real property by acquisitive prescription. Moreover, this publication describes some of the problems encountered in the professional practice of court experts during preparation of acquisitive prescription maps.
ABSTRACT:GIS databases are widely available on the Internet, but mainly for visualization with limited functionality; very simple queries are possible i.e. attribute query, coordinate readout, line and area measurements or pathfinder. A little more complex analysis (i.e. buffering or intersection) are rare offered. Paper aims at the concept of Geoportal functionality development in the field of GIS analysis. Multi-Criteria Evaluation (MCE) is planned to be implemented in web application. OGC Service is used for data acquisition from the server and results visualization. Advanced GIS analysis is planned in PostGIS and Python programming. In the paper an example of MCE analysis basing on Geoportal Kielce is presented. Other field where Geoportal can be developed is implementation of processing new available satellite images free of charge (Sentinel-2, Landsat 8, ASTER, WV-2). Now we are witnessing a revolution in access to the satellite imagery without charge. This should result in an increase of interest in the use of these data in various fields by a larger number of users, not necessarily specialists in remote sensing. Therefore, it seems reasonable to expand the functionality of Internet's tools for data processing by non-specialists, by automating data collection and prepared predefined analysis.
