A system for the accounting of road infrastructure facilities' parameters specified during design and construction of motor roads. A study of parameters' condition was performed. Analysis of road accident rate statistics and identification of parameters to assess the efficiency of the proposed road construction activities aimed at the reduction in the number of road accidents were carried out. Actual data on condition parameters with the use of modern automated multi-functional diagnostic equipment were obtained. Actions aimed at the improvement of road infrastructure parameters through traffic safety enhancement, as well as actions aimed at the reconstruction of the motor road or project-supported construction of road segments were developed. Efficiency of the proposed actions was assessed.
The article considers issues of identification of all-Russian and regional (on the example of Kemerovo region) road safety provision (RSP) systems orderliness. Research presents methods of identification of road safety provision system orderliness. The main idea of this methodic is the calculation of relative entropy of formation process of final result of cause-effect chain «Population – The number of vehicles – The number of road accidents – The number of victims – The number of deaths in road accidents» performance. Statistics of road accident rate during 2004…2018 was analyzed for the calculation of relative entropy. The result of research concludes that the level or road safety provision system increases in Russia generally and Kemerovo region specifically. Meanwhile the development of this process in Kemerovo region lags relatively to all-Russian one.
The article analyzes the number of accidents and measures that implement the reduction of mortality on the roads. The authors proposed a set of factors that must be taken into account when reconstructing an accident according to the parameters of the braking process of M1 category vehicles, such as: the actual load of the vehicle, modern complexes of car active safety systems (ABS, EBD, ASR, BAS), a trailer of up to 750 kg, the condition of the road surface coverage and seasonality of tires in the conditions of the North-West region. The results of experimental studies of the actual values of the steady-state deceleration and its rise time are presented, confirming the regularity of the influence of the studied factors. Coefficients have been developed that correct the recommended normative values of steady-state deceleration and rise time. The method of accident reconstruction according to the parameters of the braking process of M1 category vehicles is proposed, which allows more objective and reliable expert research and provides the ability to establish real cause-effect relationships for the occurrence of accident.
