The system of the environment and health monitoring system has been introduced into the work of the State Sanitary and Epidemiological Service of the Lipetsk region in 1995. During this period, there was created a database for the collection of regional information on the quality and safety of the environment and public health. Methodology of the analysis is based on an assessment of the habitat on the total rank sanitary and hygiene index of the risk assessment to public health. The established relationships between adverse impacts of environmental factors on health are supported by statistical methods and are visualized in the form of cartograms. The results of multivariate analysis of the environment and the state of public health are summarized in the annual reports and 4 atlases “Sanitary-epidemiological situation in the Lipetsk region” being a good tool for the coordination of managerial decision-making basis for the development of legislative, administrative and regulatory guidance documents on public health. In recent years, in the region there are noted stable trends in the improvement of the quality of the environment, the health of the population and the demographic situation.
In a modern industrial center, where the geographical location of enterprises, landscape features formed in different parts of centers of ecological trouble, there is a problem reasonably choose territory and at-risk populations. The aim of this study was to identify the risk of health problems of the population of Lipetsk under the influence of chemical pollutants in the air and identify priority target programs aimed at reducing anthropogenic pollution of the environment and risk to health of the population. The study was interpolated values of the background concentrations of surveillance to establish the level of risk and confirmed estimates actual levels of morbidity.
More than half a century the way passed the sanitary-epidemiological service of the Lipetsk region in a united service of the Russian Federation. Over the years the gossanepidsluzhby region happened a lot of changes in its structure, personnel potential in the service name of institution, but remained a single function – is the provision of sanitary and epidemiological welfare of the population, the rights and interests of citizens, society and the state to a safe environment and disease prevention, fixed laws.
Operation of the modern heavy aircraft on the surrounding vast territory is associated with the appearance of high levels of sound pressure generated by the powerful engines, especially during takeoff and landing operations. Currently, the elimination or significant reduction of noise pollution on the environment technically does not yet have a radical solution and the possible reduction of the impact ofnoise pollution on the residents ofnearby settlements is achievedfor residents of building by the optimal location of the runway, changing in conditions for the takeoff and landing of aircrafts, the ordering of the regimen of the airport, the introduction of the package sufficiently effective anti-noise diverse - engineering, planning activities, in some cases, the creation ofprotective noise shield on the border of the residential area and the construction ofprotective awnings over the children’s and sports fields with fencing shields converted in the direction of the runway. An example of a positive decision, taking into account the complexity and variety of aspects of the problem, it is possible to consider the development of the project plan of the new microdistrict «Eletsky» in the Soviet district of the city of Lipetsk, falling under the impact of aircraft noise of plying aircrafts of the military airfield.
The method of the sanitary-epidemiological and hygienic regional mapping is proposed in solving the problems of environmental protection and public health protection as one of the effective approaches to the scientific substantiation of forecasting and purposeful management of the process of the improvement of the population health. Multi-factor mapping based on the analysis of the anthropogenic load on the environment, systematization of data on the state of health of the population and the demographic situation provides an opportunity to simulate the situation, differentially, informatively and evidently determine the most dangerous «hot spots» of the impact of negative factors on the environment and health of the population, relationships and trends in their development in cities and districts of the Lipetsk region. The result of the application of this technology was the creation and production of five atlases on the sanitary and epidemiological situation of the region, contributing to interdepartmental cooperation in the adoption of targeted programs to ensure the sanitary and epidemiological welfare of the population and to address the financing of priority and long-term implementation.
