This document aims to investigate the potential influence of climate on the spread of the COVID-19 pandemic, the direct and indirect effects of climate are felt all over the planet, although their magnitude and manifestations vary. According to estimates by the World Health Organization (WHO), climate change could be the cause of nearly 250,000 additional deaths per year worldwide between 2030 and 2050 (Word Health Organization, 2021). This study focused on examining the relationship between climate (Temperature, humidity, and wind speed) and hospitalizations due to COVID-19 in a well-selected sample of wilayas in Algeria. In this brief, we want to shed light on the likely course and geographic spread of the epidemic. The purpose of this article is to answer the main question of the study: We do this by examining the effect of climate (temperature, humidity, and wind speed) on hospitalizations due to COVID-19 in the wilayas of Algiers, Blida, Oran, Adrar, Setif and Tamanrasset. The choice of wilayas is based on the availability, quality, and consistency of the data required. Our analysis suggests that high temperature and humidity or high relative wind speed tend to hamper the spread of the virus and that a high population density tends to facilitate its transmission. This does not mean that higher temperatures are enough to contain the disease. The climate potentially plays a role in the spread of many respiratory viruses. It appeared important to know if this could also be the case for the new coronavirus, COVID-19. While the role of climate in the transmission is still difficult to quantify, it is clear that other factors are taken into account in the transmission of COVID-19, namely mainly compliance with the rules of physical distancing and barrier gestures. This study focused more particularly on the effects of absolute climate (Temperature, humidity, and wind speed). 90% of infections would have occurred in areas where the temperature is between 3 and 17 degrees and the absolute humidity is between 4 and 9 g / m3, 35 to 85% relative humidity (Bukhari Q., Jameel Y., 2020). We address the issue of the impact of climate on the spread of COVID-19, we use the SUR (Seemingly Unrelated Regression) model to estimate the relationship between climate and COVID-19 cases in Algeria during the period between April 18th, 2020, and April 17th, 2021 inclusive. The results of the SUR model estimate, also showed that there is no real climate that can damage the pandemic situation in Algeria during the period studied.
This paper aimed to clarify the role that the Balanced Scorecard (BSC) as a performance measurement tool in the company of Algeria Post. The BSC is a strategic performance management system, has been proven suitable for the public sector as the financial aspect is not their only concern. The BSC is « A multidimensional performance measurement system that should serve as decision support for managers. It includes indicators of progress and delay as well as internal and external indicators. It organizes the measures in a coherent system around four balanced perspectives: financial perspective, customer perspective, internal process, learning, and growth ». (Kaplan. S & Norton, 2004, P186). This study focused to improve the company of Algeria Post overall performance, the management control systems established should be re-evaluated and its tools should be improved to ensure reactivity in the decision-making and the measuring of the company performance. Our work consists of proposing a new approach to the performance management system for the model of the BSC as a performance measurement tool in the company of Algeria Post. The purpose of this article is to answer the main question of the study: should the company rely on the balanced scorecard as a performance measurement tool to achieve its strategic goals? First able, we counted on the stages of scientific research by gathering information about the company of Algeria Post, after that to conduct our study, we opted for a qualitative approach, using documentary research, interviews, and observation as tools for data collection. In the course of our designing of the proposed model of the BSC for the company. During our design of the proposed model of the balanced scorecard for the company we decided to follow a specific methodology to obtain the desired results taking into account the governmental nature of the organization of the company’s. We deemed it necessary to apply a public sector BSC model, using a top-down principle from (Kaplan and Norton, 2014) combined with the implementation procedures described in the theoretical side by (Alain Fernandez, 2013). It is noted that through the performance indicators of the customer perspective that the company realized some respectful objectives, but most of them are short lived ones, simultaneously, the internal processes perspective was the most performing by focusing on improving the quality of electronic services and the commercial network as a whole.
Autism is a neuron developmental disorder complex that appears in early childhood, characterized by a general disorder of development, a disorder of social interactions, communication and some unusual behavioural characteristics. Specialists are constantly refining and improving their diagnostic criteria to establish an ideal classification that the scientific and medical community can use, two theoretical approaches are used: ICD-10 and DSM-5. All these symptoms affect the quality of life of parents on the plan: psychological, physical and social. In Algeria, the number of autistic cases is between 400,000 and 500,000. “There are three to four boys for every girl”. When a child is born with a disability, has a developmental delay or is diagnosed with autism, this causes major upheaval in the lives of the parents, who must learn to adapt to a “different” child, even if ‘they are worried about his well-being and his future. The purpose of this study is to measure the impact of autism on the parents’ quality of life in Algiers and the factors that influence them. The first theoretical part will review the conceptual framework of autism, the statistics available in Algeria, and, on the other hand, the conceptual framework of the quality of life, with its main components: physical, mental and social well-being. The second, practical part, we conducted a survey by parents of children with autism and then interpreted the results to determine the impact of a child autistic on the quality of life of parents. According to our study, there is a proportional relationship between the degree of autism severity and the repercussions on the parents’ health; we notice from the results (Sig =0.00<0.05) that there is a relationship between the type of autism and the impact on the parents’ physical health. The V Cramer test shows that there is a strong relationship. The survey was made from April 16, 2019, to May 5, 2019, intended for the 103 parents of autistic children who live in the region of Algiers.
