This research is intended to develop a model in decision making in government management. This is in accordance with one of Unsrat's RIPs, namely comprehensive social and legal protection, in this case good government services through decision making in making policies. This research was conducted using a quantitative descriptive method. Data collection was carried out by conducting a survey, the data used was primary data obtained directly from respondents using a data collection tool in the form of a list of questions or questionnaires that had been prepared. Meanwhile, secondary data was obtained from various official publications at the institution where the research was conducted. As a sample of respondents in this study are leaders at the top level such as; Mayor, Deputy Mayor, City Secretary, and 3 assistants and middle-level leaders such as heads of divisions and heads of subdivisions, employees who are subordinates to subdivisions, with a sample size of 45 people. The variables studied were the implementation of the complete staff work method (X1), the implementation of coordination (X2), and the implementation of inherent supervision (X3) as independent variables or independent variables, and the effectiveness of decision-making implementation (Y) as the dependent variable or dependent variable. Data were analyzed using the product moment correlation analysis model to see the relationship between the independent variables and the dependent variable.
The implementation of restrictions on community activities as a government program that is implemented nationally in suppressing the spread of Covid 19. Restrictions are carried out on work, school, worship activities and social interaction with the community. This study uses a qualitative design in understanding the effectiveness of the program through the achievement of objectives. Data were obtained by conducting direct interviews and using google forms, making direct observations in community activities. Data collection is also done by means of a narrative review of journals and other related documents. The data collected is then compiled, analyzed, and presented to get a systematic picture so that research results and conclusions can be obtained on the object of the problem being studied. The research findings are that the effectiveness of achieving program objectives by implementing restrictions on community activities is carried out by work units that have personnel with educational and knowledge backgrounds who understand the program's objectives, can coordinate vertically and horizontally with other work units, and are able to implement collaborative governance.
The implementation of vaccination and the implementation of the Covid 19 Health protocol is a program run by the government in an effort to suppress the spread of the virus. The rejection by some people is related to the fact that vaccines are considered unsafe and not halal and Covid is just an ordinary disease. This research was conducted using a qualitative approach to explain the communication process of the Manado City Government in the implementation of vaccinations and health protocols for handling Covid 19. The research findings are that the communication carried out by the government has made the public understand the benefits of implementing vaccinations and health protocols for handling Covid 19. The government functions as chairperson. environment and cooperate with social organizations and religious organizations in helping deliver messages to the public regarding the implementation of vaccinations and health protocols for handling Covid 19. The conclusion of the study is that social organizations and religious organizations are scroll communicators as well as media that can be functioned by the government in delivering messages to the public.
