This project consisted of an analysis of the current state of knowledge for improving safety regarding toxic industrial chemicals, including an examination of current and state-of-the-art techniques and technologies capable of increasing safety and security in production, transportation, storage, and use of hazardous chemicals. The primary goal was to improve national security through improved safety by providing a foundation for a comprehensive evaluation of the current state of knowledge surrounding the source and production methods of the "Release -Toxic" chemicals in DHS CFATS Appendix A list of chemicals of interest. Additionally, this project assisted in the data gathering and development of the CSAC IST Metrics. This involved an in-depth effort to understand specific chemical processes followed by a conceptual effort to redefine the Chemical Release Reduction Modifier that was included in the original Index. 4 ACKNOWLEDGMENTSThis work was performed under the programmatic direction and funding received from
