Penelitian ini membahas tentang tinjauan perencanaan dan desain Terowongan Pengelak (Diversion Tunnel) pada Bendungan Karalloe. Perhitungan analisa curah hujan rancangan menggunakan tiga metode yaitu Metode Gumbel, Metode Log Pearson Type III, dan Log Normal. Debit banjir dianalisis dengan Metode Hidrograf Satuan Sintesis Nakayasu. Perencanaan Terowongan Pengelak Bendungan Karalloe didesain menggunakan bentuk tapal kuda, dengan panjang terowongan 583 m, diameter terowongan 6 m dengan tinggi kehilangan energi didalam terowongan sebesar 27 m. Hasil penelitian menunjukkan penelusuran banjir dengan debit banjir kala ulang 25 tahun sebesar 492,333 m/detik dengan menggunakan desain terowongan berbentuk lingkaran didapatkan diameter terowongan sebesar 6,25 m, dengan tinggi kehilangan energi 25,741 m, dan direncanakan tinggi mercu cofferdam +205,241 m.
