Yaşlanma, hayatın gidişatında var olan engellenemez bir süreçtir. Bu süreç doğrultusunda sağlık koşulları ve yaşam standartları iyileştikçe, insanlar daha uzun ömürlü yaşayabilmektedir. Bunun sonucunda toplumlardaki yaşlı nüfusu sayısının arttığı, Türkiye ‘nin nüfusunun da yaşlandığı ve ileri yıllarda da artacağı öngörülmektedir. Artan yaşlı nüfusu göz önüne alındığında yaşlıların sorunlarına ve yaşam kalitesinin artmasına önem verilmesi gerektiği dikkat çekmektedir. Bu nedenle yaşlılık döneminin öğrenilmesi, yaşlılar için psikolojik, fizyolojik ve sosyo-ekonomik gereksinimleri karşılayabilecek uygun mekanların yaratılması hem yaşlılar için hem tasarımcı için önem kazanmaktadır.
Public policies have shown different trends in different periods according to the general political understanding in the world. The welfare state understanding, which rose after World War II, paved the way for the development of redistributive public policies in this context. While a more interventionist and social state understanding prevailed in this period, this situation started to change with the effect of globalization in the 1970s. The economic crises in the world and the insufficiency of social policies in solving these crises paved the way for the rise of neoliberal understanding. In this study, redistributive public policies are examined in order to analyze how the change in dominant political ideology affects the social aspect of the state. In the study, the concept definition and general review of public policies were first made; then information about redistributive public policies was given in this direction. The effects of neo-liberal ideology on redistributive public policies were evaluated by examining how these policies were generally regulated before and after the 1980 period, which was a turning point in the history of the social state.
