The study expresses the readiness of foreign investors to participate in Russia's Arctic innovation projects in difficult international economic and political conditions. Key high-tech projects of the Arctic zone of the Russian Federation (AZRF) with the participation of international economic partners are presented. The tendency of economic interaction in the field of high technologies is expressed, which has not been subjected to political pressure from outside. The key investor companies of the Asia-Pacific region (APR) and the European Union (EU), with which agreements on participation in projects have been signed, are presented. The intentions of the world powers for economic partnership in the Arctic projects of Russia are discussed, the most promising areas and areas of activity are outlined. It is determined that the domi-nant economic attention is shown by Asian countries. The leader is the People's Republic of China (PRC), interaction with which contributes to the acceleration of investment growth in these projects and has a wide range of industry areas. The implementation of AZRF projects with the participation of foreign part-ners has a positive multiplier effect on the development of the Northern Sea Route (NSR), the main eco-nomic highway of the Russian Arctic. The high value of Russian and international scientific research in the Arctic is determined, as well as the critical importance of the achievements of scientific and technological progress (STP), and as a result, a high-tech economy; the increased interest of the world powers in the work of the Arctic Council is indicated; the general attention to the thin ecological system of the Arctic is presented. The aim of the study is to assess the current economic agreements with the participation of international partners and to attract foreign investment in promising long-term Arctic projects in Russia.
The article discusses a range of economic issues related to the efficient use of the industrial potential of coastal territories (by the example of the Murmansk region) in the development of shelf deposits. A comprehensive analysis of the industrial complex and an objective assessment of conditions for the development of the oil and gas industry in the Murmansk region are given. Considerable attention is paid to the formation of organizational and economic mechanisms for using the industrial potential of regional enterprises in the implementation of oil and gas and large industrial projects in the territory of a new producing area.
Annotation. The presented study on the assessment of the readiness of industrial enterprises in the Arctic zone to develop breakthrough, competitive domestic technological solutions is based on presidential decrees and state programs for the strategic development of Russia. Domestic industry is the main driving force of the economy of the country and its Arctic territories, which should use its production capacities in industries requiring high-tech production projects. Such industries include building sector, transport, the fisheries complex of the Russian Federation and many others, in which there have been no significant changes in the production of environmentally friendly, sustainable and cost-effective materials for a long time. As part of the study, an innovative project for the development of the Arctic territories is presented, which is based on the launch of industrial production of domestic innovative building material “cellular nanocement” / “3C gas-fiber concrete”. As part of the solution of the strategic objectives set by the President of the Russian Federation to intensify and accelerate the development and protection of the Arctic territories, the development of science, education, the digital economy, etc., reflected in the Decree of the President of the Russian Federation “On National Goals and Strategic Tasks of the Development of the Russian Federation for the Period until 2024” from May 7, 2018, the interdepartmental integrated target program “Arctic Technologies” developed by the Ministry of Education and Science together with the Ministry of Defense of the Russian Federation in accordance with the instruction of the President of The Russian Federation from May 18, 2017 No. Pr-963. The presented innovative project will make it possible to provide demonstrative comprehensive achievement of goals and objectives as soon as possible, to obtain a full-fledged Arctic technology and product that are the sought-after advanced technological solutions and materials for solving breakthrough scientific, technological, industrial and socio-economic development both in the Arctic zone of the Russian Federation and and in the country as a whole.
The study of the Russian fishery management system aims to determine the degree of readiness of the fishing industry to implement economic processes of access to aquatic biological resources in the country’s Northern fishery basin. A comparative analysis of fishery management systems in a market economy (fishery complex of Russia) and a planned economy of the USSR has been presented. It has been determined that the allocation of aquatic biological resources for industrial fishing is managed on the basis of Russian regulatory legal acts, and the implementation of the tasks of developing the fishery sector and ensuring the country’s food security is consistent with the implementation of the Basic State Policy of Russia. Key performance indicators of the fishing industry, the system of allocation of fishing (catch) quotas for aquatic biological resources based on the “historical principle” and the “auction system” have been presented. The aim of the study is to assess the being implemented plans for the total allowable catch development, and the desire of the fishery management system and business to increase the economic potential of the Russian fishery sector.
The dynamic development of the energy market is the source of Russia’s energy diversification processes. The study presents key areas in the development of the Russian energy sector, taking into account new trends and challenges. The Arctic zone of the Russian Federation is potentially becoming a growth driver for the energy market and opens up “new windows” for the country’s economic develop-ment. It is determined that the structure of consumption, use of resources, generation and transmission of electricity is changing. Long-term trends in the energy transition demonstrate a change in the energy balance in favor of clean energy sources: wind, solar, nuclear, geothermal, hydropower, hydrogen, and bioenergy. The development of hydrogen energy, including in the northern territories of Russia, creates a reliable basis for integration into the global hydrogen infrastructure. The change in the energy balance in favor of renewable energy sources (RES) is presented. According to the International Energy Agency (IEA), RES will account for up to 95% of new energy capacity additions by 2026. The global climate agenda — the rejection of fossil fuels — creates new challenges for the Russian economy and the development of its Arctic investment projects. It has been established that the current situation in the context of global technological breakthroughs and climate change is shaping the transition from vertical integration to distributed generation and decentralization. The purpose of the study is to analyze current trends in the development of the energy market, based on the results of which it is necessary to adjust the approaches of the Russian energy sector to future development, making maximum use of the opportunities of the northern territories of Russia.
