This paper describes the basic conceptual apparatus required to form information spaces for scientific activity subjects. Multiple models have been built to identify collective and individual scientific activity subjects, including information on the subjects' publication citations, their abstracts, as well as their indicators in scientometric databases, etc. A conceptual scheme of interaction between collective and individual scientific activity subjects has been described, taking into consideration the dynamics of their productivity. A method has been proposed to form the information spaces for the collective and individual scientific activity subjects such as higher education establishments and scientists. The method involves a series of stages to identify and construct citation and scientific cooperation networks, to form subject scientific spaces, and, based on them, to devise methods in order to quantify productivity. The results of methods application form the components of the relevant information spaces of scientific activity subjects. The spaces to be built could be used to solve the task of selecting subjects for the implementation of joint scientific and educational projects. In addition, these spaces could be applied to form the organizational and functional framework of the collective scientific activity subjects, including their structural units, which would contribute to ensuring their stable development. Creating the information spaces of scientific activity subjects underlies resolving those issues that would stimulate investment in research and innovation, strengthen cooperation between universities, improve the efficiency and productivity of the scientific enterprise. It has been confirmed experimentally that the potential of a collective subject of scientific activity, including individual subjects, the rate of change of identifiers of whom is positive, would have a non-negative potential. A rate of change in the normalized indicators of identifiers of individual and collective scientific activity subjects has been calculated for the period from January 2019 to December 2020 for three higher education establishments
The article formulates the aims of HEI's activities, as well as approaches to managing all actions that ensure the achievement of the stated aims. The process approach is defined as the main one in the university management system. It is shown that the main directions of improving the activities of the university are the transition to the application of the process approach to the management of HEI and its informatization. On this basis, it is necessary to develop new, more modern university management systems that meet the contemporary requirements for the governance of multifunctional facilities and implement them in the form of process systems. We propose a conceptual model of the implementation of the functions to plan the educational process. The effects on planning functions are presented and the interrelation of these functions in the traditional form of planning is described. The tasks are formulated that need to be solved for modeling and optimizing business processes of planning and monitoring the academic workload to create an effective information technology for automating the functions of information processing. We propose a structural model for the implementation of information and procedural components of IT for planning and monitoring the educational environment. The implementation of this model in software provides the calculation of the optimal planned workload of students and teachers, considering the conditions in which the educational process is implemented.
The article's purpose is a citation analysis of the impact of scientific publications by authors of different gender compositions. The PageRank method was chosen to calculate the citation impact of scientific publications, and the citation has also estimated the impact of scientific publications based on the number of citations. The normalized citation impact of scientific publications is calculated according to nine subsets of scientific publications that correspond to patterns of different gender compositions of authors. Also, these estimates were calculated for each country with which the authors of the publications are affiliated. The Citation database was chosen for the scientometric analysis Network Dataset ( ver . 13). The dataset includes more than 5 million scientific publications and 48 million citations. The main subject areas of scientific publications in this database are computer science, artificial intelligence, mathematics, engineering, etc. The results indicate that articles with a predominantly male composition are cited more than articles with a mixed or female composition of authors in this direction. Analysis of advantages in dynamics indicates that in the last decade for developed countries, there has been a decrease in the connection between the citation impact of scientific publications and the gender composition of their authors. However, the obtained results still confirm the presence of gender inequality in science, which may be related to socioeconomic and cultural characteristics, natural homophily, and other factors that contribute to the appearance of gender gaps. An essential consequence of overcoming these gaps, including in science, is ensuring the rights of people in all their diversity.
In this article, the authors consider the quality assurance system at the national level. The normative legal acts of the Republic of Kazakhstan contributing to the development of quality assurance at the institutional level are analyzed. The structure of state management of the quality assurance system of higher education is given. The authors show the implementation of the process of external and internal quality assurance in the country. At the same time, the internal quality assurance system is based on the principles of quality assurance and on the policy and standards of internal quality assurance, which are developed by the higher education institution independently, but on the basis of ESG. The design of the national quality assurance model is presented in a three-dimensional image. The basis of the National Model of Quality assurance of Higher Education in Kazakhstan (NMQAHE) is the system of internal quality assurance. The indicator of achievement of academic quality by the internal quality assurance system is the academic reputation of a higher educational institution. The answer to the question is given due to what the successful functioning of the national quality assurance model is achieved.
