In this research, it was aimed to develop a rubric for evaluating the informative text writing skills of fourth-grade students in primary school and determine the skill levels of students. The research is designed in a quantitative research method and scanning pattern. Rubric is including 10 criteria: "expression and content", "form", "process"; "title setting", "text sections", "explanation of the main idea", "supporting idea", "vocabulary", "semantic integrity", "transfer information", "legibility", "spelling and punctuation" and "timing" and three dimensions; It consists of four levels as "high", "good", "medium" and "low". The study group of the research consists of 388 students who are determined by purposeful sampling method and are studying in the fourth grade of four primary schools in the city of Usak. The data of the research were collected through student products and the developed rubric. The collected data were analyzed by the statistical program. As a result of the research, it was determined that students' informative text writing scores were low. In addition, it is determined that student achievements differ significantly according to socioeconomic level and gender.
