Standard narratives on the relationship between art and urban development detail art networks as connected to sources of dominant economic, social, and cultural capital and complicit in gentrification trends. This research challenges the conventional model by investigating the relationship between grassroots art spaces, tied to marginal and local groups, and the political economy of development in the Chicago neighborhood of Pilsen. Using mixed methods, I investigate Do–It–Yourself and Latinx artists to understand the construction and goals of grassroots art organizations. Through their engagements with cultural representations, space and time, grassroots artists represent and amplify the interests of marginal actors. By allying with residents, community organizations and other art spaces, grassroots artists form a social movement to redefine the goals and usages of urban space. My findings indicate that heterogeneous art networks exist and grassroots art networks can influence urban space in opposition to top–down development.
With a focus on legal and other organizational actors beyond the state, this article seeks to expand the theory of conditions under which legal occupations will mobilize to fight for basic legal freedoms within states. It elaborates the line of scholarship on legal complexes and political liberalism within states since the 17th century. First, we catalog harms that international organizations (IOs) of many kinds seek to protect in the more than 190 states in the world. Second, we elaborate the concept of an international legal complex (ILC) as a collective actor in the global struggle for basic legal freedoms. We illustrate these two steps with new data on China drawn from a wider project. We show what harms mobilize the ILC, international human rights organizations (IHROs) and an international governmental organization, the UN Human Rights Council (UNHRC). We focus on accountability devices as tools differentially deployed by the ILC, IOs, and UNHRC in their efforts to influence the institutionalization of basic legal freedoms, an open civil society, and a moderate state in China. The illustrative case of China provides a framework for research and theory on all other countries. This article analyzes how young adults draw on cultural resources to understand their identities, aspirations, and goals when taken-for-granted scripts of success are perceived as less desirable or achievable. Drawing on pragmatism, we propose the concept of "plausible futures" to capture how people rearrange elements within cultural repertoires as a practical and moral project to define their identities, aspirations, and goals. We draw on interviews with 80 college students concerning how they understand their future aspirations, including how they define personal success and broader social goals, when they face unpredictability in, and dissatisfaction with, achieving dominant meritocratic and socioeconomic ideals. We find that respondents combine elements from four cultural repertoires to work toward and envision their future: the American dream and neoliberalism, the therapeutic culture, ordinary cosmopolitanisms, and a "Gen Z" cohort narrative. The combining of elements from each repertoire enables a hybrid set of cultural tools that hold to tenets of hard work and self-reliance while accommodating the quest for greater recognition and inclusion. We show that respondents combine cultural elements based on their ability to connect elements to futures perceived as viable and valuable.
