This paper explains the elaborated meaning of Smart Cities through relevant case studies as well as the literature reviews of several journals. It is identified by the main dimensions, elements and hence can be explained by several definitions, may be as digital city, intelligent city, knowledge city, sustainable city, cognitive city, equitable city etc. Basically cities are built up on the three basic pillars of Infrastructure, people and Operations. There are several challenges which lead to carry down many experiments with innovative approaches to the construction, planning, operation, design, finance and most important the governance of today's urban infrastructure and those services are termed as Smart Cities. In a Smart City every pillars are interconnected and integrated so that to utilize the resources efficiently. This concept is booming its attention and serious approaches to address the challenges of management of cities in urban scenarios. The several efforts may be included in construction of innovative and newer municipalities and also renovation which in turn termed as retrofitting of existing cities as the maximum of rural population is going to shift into urban locations. This as a result is going to utilize the energy and several natural resources like water etc. more efficiently so to prevent crime, to resist the loss from natural calamities, to cut the traffic congestions, and moreover improving public services like infrastructure education, healthcare etc. to residents. Therefore the smart cities are one of the important need of this new era throughout the world.
For the long time in the structure of the mortality reasons the dominant role belongs to the circulatory diseases, which are determine more than half of the deaths. At the same time, the situation differs in different countries and there are evidences that in most of the developed countries the rate of the deaths caused by cardio-vascular diseases is significantly lower than in Russia. It's necessary to organize further researches dedicated to the determination of the risk factors in Russia and its regions to determine the causes of deaths.
