Both natural and non-natural disasters greatly affect human life, including business actors. The government is urgently required to solve the emerging problems caused by the disaster. This study aims to determine collaborative governance in handling natural and non-natural disasters that affect the business actors in Palu City. This study used a quantitative approach with a series of statistical tests. The sample of this study consisted of 207 respondents who are government and the business actors in Palu City affected by natural and non-natural disasters. Data were collected through observation, questionnaires, and documentation. Then, the data were analyzed with statistical testing including descriptive statistics and a T-Test (comparative test). The results showed a significant difference between collaborative governance during natural and non-natural disasters. Further, the differences in collaborative governance can be seen in the leadership and initial condition variables. When a natural disaster occurs, leadership is urgently required, while a non-natural disaster caused by the COVID-19 is highly determined by the initial conditions. It means that government decision-making to deal with non-natural disasters from the start is urgently required. The evidence can be seen from some countries and regions with slow response to the COVID-19 resulting in difficulty in controlling the spread of the virus.
This research intends to interpret the kind of epistemology contained in the work of Mattulada, Latoa;Suatu Lukisan Antropologi Politik Orang Bugis. The discussion related to epistemology in an ethnographic work, still lacks serious attention, by academics, especially those involved in the field of anthropology. In analyzing epistemology of this research, this study uses the search method of several library sources, which are related to Mattulada's work. After that, do inductive-deductive readings, in order to find the basic assumptions that became the foundation of Mattulada to produce his works. This research produced two fundamental conclusions, firstly, Mattulada's work entitled Latoa is very characterized by positivism, and similar to several of his other works. Secondly, despite having the same epistemology in each of his works, several other Mattulada works have different paradigms.
Tulisan ini mengkaji tentang partisipasi masyarakat terhadap program bedah rumah warga miskin dalam program pemerintah yang disinergikan dengan PNPM Mandiri melalui BKM yang mengawasi UPL. Tujuan utama dalam melakukan penelitian ini adalah untuk menggambarkan situasi atau objek secara sistematis, karakteristik, akurat, tepat dan sesuai kejadian yang sebenarnya. Metode penelitian yang digunakan adalah penelitian kualitatif dengan pengambilan data berasal dari wawancara, observasi, dan studi literature yang dianalisis secara induktif. Ada empat indikator/tahap yang menjadi landasan penelitian ini yaitu tahap assessment, tahap alternative program, tahap implementasi program dan tahap evaluasi. Hasil penelitian menunjukkan bahwa partisipasi masyarakat di Kelurahan Silae masih tergolong rendah. Hal ini berdasarkan pada tiga dari empat indikator yang dijadikan acuan dalam penelitian ini dinilai masih belum maksimal. Peneliti menemukan bahwa masyarakat di Kelurahan Silae masih banyak berpartisipasi pada tahap implementasi program.
This study aims to determine the process of community empowerment in development in Sakita Village, Bungku Tengah District, Morowali Regency. This study uses descriptive qualitative research type. This study uses theory (Elliot, 1996) to find out the stages in the process of community empowerment, there are 3 aspects that is, the welfare approach, the development approach and the empowerment approach. Data collection techniques are carried out through library research and field research. Which includes interview observation and documentation. There are 3 stages of qualitative data analysis namely data condensation, data presentation and conclusion drawing. Based on the research results obtained, it can be concluded that the quality of the welfare approach, development approach, and community empowerment approach in Sakita village, Bungku Tengah District, Morowali Regency have been implemented well. Although there are still many things that need to be improved by the village government together with the community.
This research aims to know how the politics of space and developments area in Bontosunggu, has correlation with rural democratization’s discourse, especially in rural development planning. Some years ago, Bontosunggu had so many developments area program, such as building transportation infrastructure (Bandara) and rural economy development in west coastal area from this village. Some of this program namely KEK (Kawasan Ekonomi Khusus), PISEW (Pengembangan Infrastruktur Sosial-Ekonomi Wilayah). This study was conducted in Bontosunggu, Selayar in November 2018 until January 2019. Data was collected using in-depth interview, observation, and photograph interview. The participants in this research, consist of rural government, society in Kampung Bau, and policy government of Kabupaten Kepulauan Selayar (BAPPEDA and Dinas Pemerintahan Desa). The research finding indicates: Firstly, process of planning developments (KEK and PISEW) area in Bontosunggu has an impact on rural development orientations. Secondly, the politics of space in Bontosunggu has made a process of spatial exclusion to Kampung Bau. Thirdly, process of spatial exclusion to Kampung Bau, has correlated to the legitimation and regulation’s mechanism, then also with the development area and rural democratization’s process.
