The impact of implementation of cohesion policy on the sustainable development of EU countries is of great interest and presents a number of actual challenges. This research aims to evaluate the impact and the effects of the cohesion policy among the Member States using hierarchical clustering analysis in order to identify how the selected variables affect the sustainable development adopted models. The variables used in the analysis were selected on the basis of official data provided by the European Commission, SDG Index and Dashboards Reports and the EU Cohesion Monitor. The results of the research have led to the grouping of the 28 Member States in a number of six clusters, identifying performers but also those countries that have a high potential for sustainable development or which require increased attention to be sustained in recovering existing gaps. The results of the study can be a starting point for policy makers and other stakeholders involved in their efforts to support sustainable development through effective and effective policies.
The goal of this study is to analyze the development of rural areas in Romania on the basis of the absorption of both the European non-reimbursable funds and the national funds for the modernization of the infrastructure of villages and communes. The aim of the article is to carry out thorough empirical research on the process of rural development in Romania as a facet of the EU’s overall rural development. Thus, in order to obtain relevant results in connection with the pursued goal, we will be using hierarchical cluster analysis to observe the effects of the expenses financed through the National Rural Development Program (NRDP) on the development of rural areas. In accordance with the methodological approach of research, our goal is to give a picture of the way in which Romania’s counties (NUTS 3) were clustered at the beginning of the multi-annual planning (2014) as well as at the end of the planning period, in 2020, and to point out a series of practical and concrete aspects generated by the opportunities that the rural areas have had in terms of attracting structural funds. Based on the conducted analysis, we can say that a series of positive aspects can be put in the spotlight as a result of the existence of the European irredeemable funds, which engender positive direct and indirect effects on both the economy and the population’s standard of living.
The policies of the European Union pursue a sustainable and balanced development of the territory of the Community, these aspects being found in the objectives of the UN Agenda for Sustainable Development 2030. Among these objectives are some in the field of agriculture and rural development such as: SDG 2: eradicating world hunger, EU agriculture ensures that food is produced sustainably for all EU citizens, and that EU food exports contribute to food security in third countries. EU rural development and agriculture policies also support other SDGs: SGD 1 (without poverty), DGS 8 (decent work and growth), SGD12 (responsible consumption and production) and SGD 15 (terrestrial life). The article analyses the National Rural Development Program that was created to support through non-reimbursable funds from the European Union and the Romanian Government the economic and social growth of rural areas in Romania, starting from the 6 priorities defined at the European Union level. Thus, we will study the rural development measures financed through the NRDP, in the period 2014-2020, with a total financial allocation of 9.333 billion euros, of which 8.015 billion euros from the EAFRD and 1.347 billion euros representing the national contribution. We will present these measures in detail, based on public data available in August 2021.
