Blockchain technology has received more and more attention from all walks of life and has also been sought after by the market and financial institutions. More and more financial institutions and Internet companies have begun to participate in the research of blockchain technology. The application scenarios are also constantly expanding, and the landing in the financial field is the focus of all social concerns. This article takes Agricultural Bank as an example, analyzes its current advantages and disadvantages in using blockchain technology, and proposes policy recommendations based on this to provide a reference for joint-stock commercial banks to better use blockchain technology to improve business performance. Based on the theoretical analysis, this article studies the use of blockchain technology by joint-stock commercial banks, and selects Agricultural Bank, which has a well-developed financial technology in joint-stock commercial banks, as a case study. From the operating background of the agricultural bank and the cross-border payment and settlement business, the background begins with the agricultural bank's own business practices in blockchain technology and the traditional cross-border business and the innovative development of agricultural bank's blockchain technology, and then the application of event analysis to the application effects of agricultural bank's blockchain technology analysis. This paper analyzes the SWOT-PEST of the agricultural bank's use of blockchain technology, combined with the theoretical analysis of blockchain technology in this article, comprehensively analyzes the agricultural bank's use of blockchain technology in four aspects: policy, economy, society, and technology. Strengths, weaknesses, opportunities, and challenges. Through analysis, we can have a comprehensive view on the application of blockchain technology by Agricultural Bank, and based on this, we can summarize the problems that Agricultural Bank may have in applying blockchain technology. Through the analysis of the blockchain, we can see that the growth rate of agricultural bank's net profit was higher in 2013 and 2014. Finally, the article puts forward suggestions for the development of agricultural bank under the blockchain technology.

Ivanjica. The received answers were classified into five groups: infrastructural conditions, access to public services, farm enlargement, market access and availability of funding sources. To solve these problems, the authors propose, among others, investment in infrastructure, change in the taxation of agricultural land, reforming agricultural cooperatives and designing new financial instruments according to the needs of farmers and local specificities. The role of modern cooperatives, where active farmers, land owners and investors will contribute their knowledge and capital, are especially emphasized by the authors.

Paper is presenting results of project "With better cooperation towards better future" which is supported by University of Novi Pazar and Sanjak business association with focus on segment of project about investigating the possibility of application of information communication technologies in order to increase the visibility of tourism resources and linking individual farmers who can make their agriculture products, food, accommodation and other services available to tourists. This study addresses the issue of linking the tourist offers and offers of organic food from small agriculture households. The project treats the area of South Serbia and northern Montenegro, which is known for the beauty of mountain trails, glacial lakes, large cave systems, fast-flowing rivers and cuisine specialties. The aim of the project is to popularize this potential and its actualization within the tourist industry. This project involves the registration of pedestrian trails, bicycle paths, trails of photo safaris within the google maps system as well as within the specific mobile applications.The essence of the project is the implementation of mobile and other applications and electronic services to improve the lives of small farm households through the improvement of tourist offer, the development of organic production and enabling farmers to sell their products to final customers directly.

ApstraktDecentralizacija je jedan od ključnih koncepta državnog upravljanja u Evropi. Na ovaj način, državna vlast želi da bude bliže svojim građanima u cilju povećanje "demokratičnosti upravljanja" i osjećaja građana da državna vlast brine o njima. Međutim, veći birokratski aparat stvara veće rashode koje se moraju finansirati. Tako da nastaje problem raspodjele javnih prihoda između centralne i lokalne vlast. Ovaj rad želi da prikaže trenutni sistem ove raspodjele u Srbiji i da daje prijedloge za poboljšanje trenutnog sistema. In this way, state authority wants to be close to its citizens in order to increase "democratic management" and the feeling of citizens that the state takes care of them. However, a greater bureaucratic administration causes higher expenditures which have to be financed. So, the problem of distributing tax revenues between central and local authorities accrues. This working paper has the goal to show the current model of distribution in Serbia and to make proposals how to improve this system. A special analysis will be made about local authorities in the region of Sandzak, because this region is one of the least developed in Serbia.
