Ukraine currently needs additional investment resources in order to revitalize and develop the economy. The main objective of the study is to determine the regularities, peculiarities behind the formation of organized population’s savings and assess the factors influencing the development of this market in order to improve the quality of its management and use of the potential of domestic investment resources for economic recovery and growth in Ukraine. In order to compare the trends as for the accumulation of savings through deposit investment, the authors analyzed the impact of major factors on these processes in Ukraine and Czech Republic. The main results of the study encompass improved approaches to determining the impact of the system of factors on household deposits based on correlation-regression analysis. This makes it possible to optimize the choice of tools for effective management of deposit resources; further elaborate the approaches to assessing the level of domestic household deposits as well as allows substantiating the directions of implementation of the state policy in the context of ensuring the further development on the market of bank deposit services.
Abstract. One of the trends in the development of the market of alternative motor fuels is the production and use of biofuels, biodiesel in particular. Biodiesel which is used by domestic farmers is mainly self-produced. The current situation is related, first of all, to the lack of a single standard (regulation) for biodiesel production technology and is not enshrined in any legal act in Ukraine. In the conditions of the market functioning, agricultural producers face various risk factors, in particular, instability of prices for fuels and lubricants, monopolization of certain regions or market segments by traders, low quality of fuel, etc. Conditions of biodiesel production, as well as other economic activities, usually require the creation or involvement of labor, financial and material resources, which also affects the change in the level of risk. These problems can be solved by adapting and improving the existing mathematical apparatus to risk assessment for biodiesel production projects by agricultural enterprises. The main legal act that allows to determine and assess the level of risk is the state standard of Ukraine «Risk Management. Methods of general risk assessment», which served as the methodological foundation of the study. We propose to use three main technological schemes of biodiesel production, namely: cyclic scheme of production with the use of catalysts; non-catalytic cyclic circuit and multi-reactor continuous circuit scheme. In order to analyze each of these schemes, it is proposed to analyze the feasibility of investment in terms of their effectiveness and tie-in to the risks of introducing innovative technologies. The developed methodology provides a substantiation for the choice of technological option for biodiesel production. An algorithm for calculating risks has been proposed for the introduction of biodiesel production, the preparation of business plans and the assessment of criticality of possible losses for the production. The use of methods of vector algebra and fuzzy logic in the formation of the mathematical model makes it possible to estimate the probability indicators of each risk. In the article analyzes theoretical and practical aspects of financial support of educational institutions in Ukraine. It has been established that since 2014, the state has not been able to ensure the implementation of the amount of funding at the level of 7 percent, as stipulated in the Law of Ukraine "On Education", although in recent years, this indicator has been maintained at a stable level – 6 % of GDP. The state of financing education in Ukraine by components of the education system (preschool, full general secondary, professional (vocational-technical), higher, post-graduate) was considered. The main sources of financial support of institutions of professional (vocational and technical) education in Ukraine have been determined. A parametric and prospective analysis of the coefficients of the budget-estimated financing of the vocational and technical education institution of the city of Kamiansky was carried out. It was established that during the studied period, budget funding gradually increased; the general structure of financial support is actually stable; the total amount of current expenses increased; there are no capital expenditures, which is due to the deficit of the budget of Ukraine for relevant measures; cash and actual expenses demonstrated the targeted spending of budget funds in accordance with estimated allocations; the projected growth of general fund expenditures for the next year is 15.5%. A number of promising directions for improving the system of financial support and development of vocational (vocational-technical) education institutions in Ukraine are proposed, including: improvement of the legal framework for vocational (vocational-technical) education in accordance with modern legislation, which will make it possible to clearly distribute powers from management and financing of professional (vocational and technical) education institutions at each level and introduce responsibility for the irrational use of resources; completion of the transfer of vocational (vocational and technical) education institutions from state to communal ownership and transition to financing from regional budgets of vocational (vocational and technical) education institutions located on the territory of cities of regional importance – regional centers; involvement of the private sector of the country's economy in cooperation with the state within the framework of public-private partnership, etc.
In the article identifies the economic essence of financial results and financial regulation of associations of co-owners of apartment buildings. The main financial aspects (budgeting, formation of structural components of the income portfolio and expenditure items, submission of financial statements of associations, participation in co-financing programs with the local budget) and economic and organizational aspects of the functioning of associations are considered. The existing forms of apartment building management in Ukraine have been studied (direct management of an apartment building, which is appropriate for multi-family buildings; building management by an association of apartment building co-owners and apartment building management by a management company). The preconditions for the creation and state of development of associations of co-owners of an apartment building in Ukraine, the region (Dnipropetrovsk region) and the city of Kamianske are analyzed. It was found that the number of associations in Ukraine has more than doubled in the last ten years, but the share in the total number of apartment buildings remains very small. The main legislative and regulatory framework for regulating the activities of associations of co-owners of apartment buildings in Ukraine is considered. The causes of occurrence and the amount of indebtedness of the population for payment for the maintenance of the house and adjacent territory are investigated. It has been established that the vast majority of the population does not pay for the maintenance of houses, primarily due to the provision of poor quality services, and not due to lack of financial resources. The main advantages of creating condominiums in Ukraine are highlighted (co-owners independently decide on house management, condominium members independently manage the common property of an apartment building and control the use of their financial resources, co-owners can earn money on joint property and spend money on landscaping, etc.) and shortcomings (difficulty in electing the initiative group and the chairman of the board, conducting financial and operational activities, ignorance of the chairmen and members of the board). The successful experience of the association of co-owners in Kamianske was studied.
