The article contains the results of studies of integrated analysis and integrated risk assessment due to flooding for the mouth of the river. Selenga and the development of recommendations for the implementation of measures for engineering protection of the population and economic facilities. In the dynamics since 1931 the hydrological situation of the maximum monthly and multi-year levels and water discharge has been considered, the analysis of genesis, features of formation and mechanism of flooding is given. Scales of possible flooding, underflooding and a list of economic objects within the territory under consideration are presented based on the simulation of flooding zones at estimated water levels of a given probability of exceeding. Estimates of damages from flood floods of 1% of supply are shown. Proposed measures to protect the territories with an assessment of their feasibility and cost-effectiveness.
В статье освещены сведения о катастрофических наводнениях на реках бассейна озера Байкал в прошлом веке. Представлена функциональная структура ГИС-мониторинга наводнений, состоящая из измерительной, информационной, технологической и аналитической подсистем. Предложена технологическая схема создания цифровой модели местности на основе векторных изолиний рельефа и космических снимков, отображающая физико-географические особенности развития опасности. Дана характеристика основных показателей опасности, которой подвергаются территории при наводнениях, -повторяемость наводнений, их величина и площадь распространения. Определены физико-географические особенности распространения наводнений на главных реках исследуемой территории. Выполнено геоинформационное картографирование параметров наводнений в границах бассейнов главных рек. Представлена блок-схема работы с ГИС, включающая методику автоматизированного картографирования и методику интерактивной работы с ГИС посредством геоинформационных запросов, дана характеристика ответных моделей развития опасности.Ключевые слова: наводнения, мониторинг, ГИС, цифровая модель местности, геоинформационное картографирование, запросы.
The article presents the results of a study of hazardous hydrological phenomena on the example of floods in the transboundary basin of the Selenga River. Based on the analysis of long-term observations of water levels, hazard indicators are identified. This allows to calculate a number of risk indicators. In terms of specific indicators, an integrated risk map has been developed. An assessment of the total economic risk from floods is given, and recommendations for their reduction are proposed.
The article presents the results of analysis and assessment of risks related to ice jams on the rivers of the Baikal Lake Basin. It also proposes the recommendations for mitigation and rational development of coastal areas. Data on catastrophic ice jam floods for more than 100 years is presented, the factors of their formation and mechanism of their movement are considered. On the basis of official statistics from expedition surveys, potentially dangerous jamming areas have been identified, and the repeatability and extent of floods have been calculated. With the help of ArcGIS package the scale of possible flooding was determined, which allowed to reveal the list of economic objects within the damage area. Specific indicators have been used to calculate the expected damage to territories, facilities and population from the flood hazard. Analysis and assessment of economic risk from the floods on the Selenga River are given. Measures to minimize risks of negative impact of floods are proposed.
