In view of implementation of technical regulation reform in Russia, the authors have researched the level of requirements harmonization in part of development of Technical Regulations of the Customs Union (Eurasian Customs Union). Based on the case study of specific technical regulation of the Customs Union, we have conducted a research of recommended standards supporting the requirements and methods of control. This study makes it possible to focus attention on importance of deeper harmonization of requirements and methods of control within the frames of actualization of the current standards and development of new standards.
Taking into account the importance of carrying out a comprehensive assessment of a testing laboratory, the authors provide the definitions necessary for this study. The analysis and systematization of the existing concepts presented in the scientific literature and documents on standardization related to the life cycle of an organization, the assessment of the acceptability of their use for the study of the life cycle of a testing laboratory and the formulation of definitions in this field are given.
Statistics from the Federal Accreditation Service shows that the accreditation of most test laboratories was terminated at the request of accredited persons. The authors see the reason for this in the absence of detailed organizational diagnostics of laboratories' condition, the mechanism for managing the organizational environment and certain types of resources at different stages of development. The article substantiates the need to use the concept of the organization’s life cycle to ensure the stability of testing laboratories.
