The article discusses the concept, the basic components and the types of staff potential. Current diagnostic results of the regional composition of the staff potential of civil servants according to qualitative and quantitative characteristic are provided. Regional experience with staff is studied and the basic directions of development of staff potential of civil servants in the Orel region are presented.

До начала глобального кризиса в 2008 году в течение четверти века наблюдался беспрецедентный в мировой истории экономический рост.Однако обеспечение роста в современных условиях требует специальных мер, прежде всего структурного и институционального характера, обеспечивающих привлечение частных инвестиций. The article examines main purposes and tendencies of state property management in Russian Federation and reveals their interrelation to the concept of development of the country and after-crisis development of national economy. In the article the main goals and trends in the management of state property of the Russian Federation are structured, their relationship to the concept of development of the country and the challenges of post-crisis development are shown. The author considers the problem of law violations which govern the privatization of state property and its lease. It is revealed that the common thing now is the withdrawal of assets from the companies in which the state has a stake. It is proved that the management system of state property is formed; its structural elements are examined .
