Scientific and technical support for engineering, design and construction of buildings and structures increased level of responsibility (grade KS-3) provides for the Technical regulations on safety of buildings and constructions, town-planning code of the Russian Federation and other interstate standard. Experimental construction - construction carried out on the basis of the results of research and design work in order to verify the adopted technical and technological solutions, the use of new materials in the reconstruction and construction of buildings and structures for various purposes. By decree of the Government of the Russian Federation of 20.05. 1998 No. 1 “on priority directions of scientific and technical progress and introduction of new effective technologies, materials and structures in the construction complex and housing and communal services of the Russian Federation” highlights the main directions of scientific and technical development of construction and housing and communal complexes. The research describes the existing approaches to setting up and conducting an experiment at various stages of the life cycle of a construction object, which allow us to determine whether an investment and construction project belongs to an experimental project in various aspects. Criteria for evaluating the quality of scientific and technical support results have been developed that allow formalizing the terms of reference for performing scientific and technical support and ensuring proper quality of work, as well as formalizing and making an objective assessment of the results of scientific and technical support of an investment and construction project at various stages of its life cycle.
Evaluation of the effectiveness of systems lifecycle management the object of capital construction (further – Department) is a mechanism that allows objectively to determine the attainability of the goals and objectives of the project (hereinafter – project) as a whole and each of its stages, the efficiency of the organization and implementation of the project in the context of the rational use of resources. In accordance with the life cycle of a capital construction object is the period during which engineering surveys, design, construction (including conservation), operation (including current and major repairs), reconstruction, and demolition of a capital construction object are carried out. Performance assessment is an important element in the development of project and planning decisions that allows you to determine the level of development and progressiveness of the current management structure, projects being developed, and is carried out in order to select the most rational version of the management structure or how to improve it using the selected evaluation criteria. The set of performance evaluation parameters used for solving a specific task is determined based on the project specifics and the required technical and economic indicators. Methods of multivariate statistical analysis and multi-criteria evaluation were considered to assess the effectiveness of management systems. The essential point is the presence of a range of common parameters. This research can be used in the development of information systems in construction, as well as in investment and construction organizations to audit the quality of the management system and its segments.
Quality Assurance Program (QAP, Program) is a standard, which regulates and coordinates activity, as well as determines quality assurance policy regarding services rendered and construction works conducted on nuclear infrastructure facilities. The Program must comply with the requirements of federal rules and regulations in the field of nuclear power engineering. The present QAP is available to all organisation employees carrying out works and rendering services during construction, reconstruction and major repairs of nuclear facilities as well as to experts conducting works and rendering services on a contract basis. The QAP implementation analysis and the evaluation of its results is conducted through internal audits. The implementation of the quality assurance program is provided through the following principles: – the responsibility for quality assurance when conducting actual works and rendering services is imposed upon the task performer; – precise segregation of duties and responsibilities between all contractors; – regular control of compliance with regulations and developer’s requirements, as well as accurate documentation of the monitoring results; – systematic update tracking for all official regulations and norms; – the quality assurance methods incorporate the classification of equipment, systems and installation in terms of their impact on safety of nuclear facilities approved by official rules and regulations in the atomic energy sector.
