The aim of the article is to consider current global and European trends in ensuring a sufficient level of energy efficiency, to provide an analysis of the institutional environment for energy security, and the development and justification of a conceptual and analytical model of energy generation and consumption at the regional level in decentralization reform in Ukraine. The current trends of world energy consumption are illustrated, the forecast of renewable energy development is built and an analysis of energy efficiency of the national economy is performed. The article presents a study of the formation of an integrated municipal energy-management system of Ukrainian com-6 munities and municipalities depending on their urbanization and offers the use of conceptual analytical model of generation-consumption. A number of normative and organizational-institutional proposals on the standardization of energy-efficiency improvement processes are provided. Analysis of the energy efficiency of communities can be modeled at the conceptual level with the study using an analytical model: a) energy-efficiency factors of this model, financial instruments for its effective functioning as a mechanism of interest budget revenues and specialized funds functional dependence of the target function of the energy generation-consumption model, taking into account the generation methods and the main consumers at the appropriate levels; b) the risks and shortcomings of this process, which propose a number of regulatory and institutional changes to improve the effectiveness of effective energy efficiency policies of communities and energy security of the state on the basis of energy cooperation and organization of the biofuel exchange. The model of organization and functioning of the cooperative for generation and consumption of solar energy, which is based on the regulatory framework, is represented as a model structural and functional solution. This allowed the development of scientific and applied recommendations for improving the legal provisions, which would allow the community to become an effective player in the wholesale energy market, selling it at a "green" tariff.
Topicality. The modern system of financing research studies in Ukraine is designed to provide an effective and comprehensive solution to such urgent tasks as creating the necessary institutional prerequisites for the timely innovations introduction in all areas of the national economic complex of the country, ensuring technological restructuring; creating the necessary conditions for the development of scientific and educational potential, preventing the departure of the country's scientific personnel abroad and creating conditions for the return of those who were forced to leave the country as a result of Russian aggression in Ukraine. Today, at all levels of government, the matter of the effective use of funds allocated in Ukraine for scientific and innovative activities is increasingly emerging. Therefore, the formation of an effective system for financing scientific activities, the result of which is the creation of an innovative product, is an important and urgent task.Aim and tasks. The purpose of the article is to identify current problems of financing research and development in Ukraine and justify ways to solve them.Research results. The article uses methods of statistical analysis of data on the state of development of scientific activity as elements of a systematic analysis of the implementation of scientific research and development by sources of funding in Ukraine. The results of the analysis show that the total amount of research and development funding for the period 2018-2020 increased in Ukraine by only 2%, and the distribution of funding in the National Academy of Sciences of Ukraine is based on the number of scientific workers in a scientific institution, , in connection with which, to a certain extent, it is also associated the insufficient efficiency of the financial resources use by individual scientific institutions. At the same time, funding from the state budget increased by 22% and funding from the funds of business sector organizations decreased by 36%. In the last three years in Ukraine, the largest amount of funding was provided to scientific and technical (experimental) developments, but their share in 2020 decreased compared to 2018 to 51.7%.Conclusion. The development of science in Ukraine is impossible without sufficient and timely funding and changes in the principles and taking into account which it is necessary to build a system for financing scientific research and technical developments, which will include: the creation of a Foresight Research Center under the National Academy of Sciences of Ukraine with appropriate tasks and expert functions; fast and efficient implementation of research results; economic feasibility and security of methods and mechanisms for attracting investments; multiple sources of funding; comprehensiveness and flexibility, which implies the ability to simultaneously finance planned technical and technological innovations, effectively redistributing cash flows. The management system of the National Academy of Sciences of Ukraine should contribute to the effective management of budgetary funds, and changes in the organization of research can significantly increase funding for priority areas of research. Financing of scientific research should become one of the priority directions for the strategic development of Ukraine along with the need to strengthen the defense capability.
Purpose. The aim of the article is to substantiate the scientific and theoretical bases of formation mechanism of strategic management of innovative development of infocommunication sphere as a factor of innovation and modernization of infrastructure of the national economy. Methodology of research. General scientific methods are used in the process of the study, namely: methods of theoretical generalization - to study the mechanism of strategic management of innovative infrastructure development of infocommunication sphere; a systematic approach to support the strategic priority directions of innovative development of sphere of information and communication technologies; methods of analysis and synthesis – to determine the set of activities necessary to achieve the represented strategic directions of innovative development of sphere of Infocommunications. Findings. The mechanism of strategic management of innovative infrastructure development of infocommunication sphere is investigated. Strategic priority directions of innovative development of the infocommunication sphere are substantiated. The complex of necessary measures to achieve the presented strategic directions of innovative development of the infocommunication sphere is determined. Originality. Scientific and theoretical bases of formation mechanism of strategic management of innovative infrastructure development of infocommunication sphere as a factor of innovation and modernization of infrastructure of the national economy is developed. It consists of three modules: forecasting and analytical, of intensification-oriented and certification, the implementation of which contributes to the intensification of innovative processes in all spheres of economic activities and innovative infrastructure development of the national economy. Practical value. The results of research are aimed at solving problems of strategic management of innovative infrastructure development of infocommunication sphere as part of the innovation infrastructure of the national economy and can be applied in the development of a national strategy for the development of information and communication sphere. Topicality.The modern trend of economic development is its socially-oriented focus on the basis of a circular reproduction model formation, where its ecological orientation is an important aspect. The concept of sustainable, socio-economic-ecological development is closely related to the concept of social (corporate) responsibility, and discussions about the relevance of conducting socially responsible business in the new millennium are growing every year, attracting an increasing number of scientists from various areas of economic, management and other scientific fields. The above actualizes the study of the problems of business development on the basis of their social responsibility as effective goal setting in the context of the formation of a circular economy model with the determination of the necessary conditions for its ecological development.Aim and tasks.The purpose of the study is to determine the principles of greening the development of socially responsible business based on the circular economy model. Materials and methods.The research was based on such information resources as official documents of international organizations (UN, OECD, European Parliament, World Bank), regulatory and legal acts of Ukraine, analytical materials of the State Statistics Service of Ukraine, important scientific works of Ukrainian and foreign scientists, devoted to issues of environmental responsibility of business in the context of solving the problems of sustainable development. The authors used such scientific methods as empirical (description, comparison), theoretical (analysis, synthesis, generalization) and systematic.Research results.The result of the study was the improvement of approaches to determining the imperatives of a circular model forming of the socially responsible business development in Ukraine in the conditions of post-war recovery, including the mutual influence of financial performance socio-economic growth and socially responsible business; balance of the company's goals and compliance with the principles of conducting socially responsible business; growth in the volume of the ecological products market; building a waste management system based on "prevention" of their occurrence; the formation of image and reputational benefits as a factor in attracting investments and forming a circle of loyal customers; transparency of business operations and solving the problem of market information asymmetry. In addition, proposals were developed regarding the need to support national business in the fiel of the waste management’scircular mo el, which in the conditions of martial law is unable to fully implement social initiatives on its own, indirectly through the system of tax benefits, and directly through active institutional state support based on the best international practices.Conclusion.The formation of ecological development imperatives for socially responsible business is a necessary condition for the formation of a circular economy model. At the same time, the very foundations of socially responsible business’ ecological evelopment should include, firstly, awareness of the profit maximization processas a result of the rational resources use with the creation of a positive company image, and, secondly, awareness of compliance with current legislation in terms of frugality and environmental protection. The guidelines for the further development of socially responsible business in Ukraine in the conditions of martial law and post-war recovery should be its systematic implementation and full awareness of society about the advantages of such a business model. The development of an effective strategy for conducting socially responsible business on the basis of greening in the country is envisaged with the inclusion of business representatives in its development. The result must be measurable, otherwise the implementation of the strategy will not take place. The result of the policy implementatione of conducting socially responsible business on the basis of its greening should be progressive changes in the management system and the formation of the circular economy model foundations in the country.
У статті розглянуто процес діджиталізації суб’єктів бізнесу в Україні на основі використання інформаційно-комунікаційних технологій, проаналізовано стан охоплення їх діяльності мережею Інтернет за видами економічної діяльності. Показано, що діджиталізація суб’єктів бізнесу національної економіки можлива на основі ефективної інноваційної інфраструктури, а управління бізнесом в умовах діджиталізації потребує формування цифрової екосистеми, необхідною складовою якої є наявність швидкісної мережі Інтернет. Зроблено висновок про те, що найбільш діджиталізованими в Україні є сфери інформаційно-комунікаційних технологій; наукових досліджень та розробок; професійної, наукової та технічної діяльність, а перешкодою для процесу діджиталізації суб’єктів бізнесу в Україні є низький рівень розвитку науковою концентрації, цифрових технологій, технологічної бази та ІТ-інтеграції.
