In recent years, Ukraine has finally started promoting civil participation and has linked it to participatory democracy. The article analyses Neighbourhood Boards as the participatory democracy tool available in the city and county of Honolulu (Hawai'i, USA). Being aware, that O'ahu has apparently earned a reputation for its strong tradition of neighbourhood involvement and culture of participatory democracy, it also asks to what degree the public can influence the relevant decisions of the local government, and what are the benefits of this instrument. For this purpose, both the normative concept of O'ahu Neighbourhood Board System and the empirical concept based on an analysis of the participatory democracy options will be introduced as points of reference for the discussion of the civil engagement. By analysing the framework of Neighbourhood Boards' functioning, the article will show that this tool can be used in Ukraine and that participatory democracy can be successfully exercised locally.
Today grant funding in the world has become very popular. Gradually public institutions are finally making use of project management to implement regional strategies and programmes. Through the training at various European public institutions, at local, regional and national levels, it becomes evident that Ukrainian public managers to a substantial degree fail to pervade project approach as part of the respected functional operations, processes and structure of the institutions. Moreover, there is an apparent lack of understanding on how to use project approach on an on-going basis for the operationalization of regional strategies and programmes. This article suggests a procedure to address this issue. The main recommendation is that senior public management should establish a project approach whereby all or at least the majority of functional activities for regional programmes’ implementation is seen as projects.
