Resumo: Este artigo propõe a discussão sobre a redefinição do papel das centrais sindicais na sociedade brasileira com base na compreensão do sistema sindical contemporâneo, o qual incorpora características de continuísmo e de inovação observadas nas novas centrais sindicais que emergiram na última década. O campo de observação privilegia variações recentes da trajetória sindicalista, após o impacto da crise dos sindicatos na década de 1990, a qual despontou profundas mudanças nas relações entre o capital e o trabalho. Neste trabalho, as novas centrais sindicais representam uma ruptura com a força social assimilada por centrais sindicais tradicionais em outro referencial temporal, e projetam para o futuro da sociedade capitalista delineações institucionais que efetivam o diálogo das regulações complexas do trabalho. De forma analítica, este trabalho pretende apontar diferentes visões de sindicalismo difundido pelos representantes das novas centrais sindicais e identificar novas formatações do corporativismo sindical no Governo Lula, a fim de questionar suas práticas e interesses, e confrontá-las com a atuação de centrais sindicais tradicionais, isso por meio do material de pesquisa de campo. Esta plataforma de discussão traz uma perspectiva atualizada sobre as novas construções do sindicalismo.
This thesis sought to analyze the performance of Brazilian trade unionism in the governments of the Workers' Party (PT) in the period between 2003 and 2016. The objective was to understand the multifaceted challenges that stimulated the formulation of trade union strategies adopted by three circumscribed unions in the metropolitan region of São Paulo: Union of Banking and Finance Workers of São Paulo, Osasco and region (SEEB-SP); ABC Metallurgists Union (SMABC); and Chemicals Union of São Paulo (Químicos-SP). Inserted in a historical development reflected in consolidated organizational structures that encompass conceptions, practices, institutions and institutions, these unions promoted a set of actions gestated in the context of political disputes and encouraged under the influence of the State and the business community. Despite having assimilated unprecedented suffocated and social crises, facing questions from base to top, the ways of overcoming obstacles in reality if they did not relativize the debate that postulates the inexorable decline of trade unionism, at least they provided expressions of how to translate interests of worker in the midst of the process of reorganization of the productive system that managed to break with the paradigm of regulated work. In this direction, it was argued that the emphasis on union actions at the institutional level sparked a process of organizational maturation potentially consistent with the transformation of the world of work. Based on the multiple case study, semi-structured interviews were carried out with union leaders and technical specialists, in loco observations and field records, complemented with documental survey and systematization of secondary data. The speeches, in consonance with the characteristics of each union, presented a comprehensive and diversified picture of the represented and union actions interpreted by approaching the union power resources that were configured in a significant time frame, which refer to social processes of legitimation of the unions. themselves in Brazilian society. The empirical results, organized into conceptual categories with different levels of analytical depth, elucidated the multidimensionality of the union policy developed by three unions registered under government allies, with the purpose of expanding the perspective on the happy ones produced in the arena of social conflicts and tracing their course. institutional support for the defense of labor rights and effective representation of their respective professional categories. The interweaving of posthumous speeches to progressive governments led to the prognosis of trade union revitalization alternatives towards strengthening the capacity to intervene in society constantly challenged by the cyclical behavior of capitalism.
