Congestion is essentially a relative phenomenon that is linked to the difference between the roadway system performance that users expect and how the system actually performs. Since then, in the management of traffic safety and control, to curb traffic congestion, traffic police and other departments have the basis to perform the work, properly assess the level of traffic safety to implement the task; doing well the reporting, statistics, building databases on TC; create integration in the context of international cooperation with other countries. Solving the problem of traffic congestion in large cities in Vietnam is a problem that cannot be solved overnight. This problem requires the synchronous participation of many ministries, branches and people in traffic. All measures need to get feedback from the people, thoroughly resolve the critic before implementation. This article briefly presents the situation of traffic congestion in Hanoi and Ho Chi Minh City. The team also focused on analyzing the causes of traffic congestion and proposed solutions to solve this urban problem.
