Objective The study describes the pentahelix model in tourism development in the city of Semarang. The problem is the lack of optimal cooperation between the actors involved. Theory uses the Policy Actor Theory and the Pentahelix Model. Descriptive research type, qualitative approach. Data is collected through: interview, observation and literature. Determination of informants with Snowball technique and key informants Head of the Department of Tourism and Culture of the city of Semarang. Data analysis by means of: data condensation, data verification and conclusion drawing. Data validation uses source triangulation. From the research it can be seen: (1) tourism development in Semarang city using pentahelix model, has involved academics, government, community, business, and mass media (2) Field findings are the Semarang City Tourism Promotion Agency (BP2KS) is not optimal and (3) Cooperation between the pentahelix model actors in the city of Semarang from the results of the research is not optimal. Research recommendations: revised the tourism regulation of Semarang city concerning "collaboration between actors, strengthening the institutional capacity of BP2KS, and subsequent researchers are advised to take the focus of research with different loci or make comparisons with the same focus.
Pulau Penyengat is designated as a leading area for halal tourism development. The development of halal tourism on Pulau Penyengat requires cooperation and support from many parties. The less optimal role of stakeholders in tourism development cooperation makes the reason for the importance of this research being carried out. The purpose of this research is to identify the stakeholders involved, analyze the roles of stakeholders, analyze the relationships between stakeholders, and analyze supporting and inhibiting factors. The method uses a qualitative descriptive approach, with data collection techniques combining online interviews, documentation and observations. The results show that the development of the island's halal tourism destinations involves stakeholders with the pentahelix concept, consisting of academics, business, community, government and mass media. There are 38 stakeholders involved and classified into primary, key and secondary stakeholders. The role of stakeholders is reflected in the roles of policy creators, coordinators, facilitators, implementers and accelerators. The relationship between stakeholders is seen from the form and activities. Value and communication are supporting factors in the development of halal tourism destinations, and trust and policies are inhibiting factors. The suggestions conveyed are the issuance of halal tourism regulations, the formation of a special tourism agency for Pulau Penyengat ,increased coordination between stakeholders, increasing the role of academic and community stakeholders, improving halal tourism support facilities, and promoting halal tourism through digital channels.
This research focuses on the Implementation of Administrative Decentralization Policy in the Pante Makassar Sub-District, Oe-Cusse Ambeno Special Administrative Region. This study aims to analyze the implementation of the administrative decentralization policy in the Pante-Makassar sub-district, the Special Administrative Region of Oe-Cusse Ambeno, Timor Leste and the factors that influence the implementation of the administrative decentralization policy. The approach used by the researcher is to use a qualitative approach or method with the research location in the Pante Makassar Sub-District Government, Oe-Cusse Ambeno Special Administrative Region. Primary data is obtained by conducting direct research on the object of research using observation, interview or interview data collection techniques. Secondary data is obtained through literature study to collect data through books, regulations, and documents that are relevant to the research. The respondents of this study were the entire community of the Pante Makassar District as the target of the implementation of Administrative decentralization. Accidental sampling technique. The results showed that the implementation of the Administrative Decentralization Policy showed that the people of the Pante Makassar Sub-district participated in decision making. The community also participates in the implementation of the decentralization policy, the people of the Sub-district of Pante Makassar also take advantage of the results of the implementation of the decentralization policy, but in evaluating the policy, the community does not participate in evaluating the policies that have been implemented.
Actor network is a collaboration that emphasizes the relationship or interaction between actors involved in a particular public affair to make the public affairs successful, it is very dependent on coordination between actors in finding a middle way to achieve common goals. The network of actors is very important and urgent in accelerating the implementation of the land registration acceleration program at the National Land Agency of Semarang City. Based on the Actor Network Theory (ANT) theory proposed by Bruno Latour in 1987, it has been used in various fields of knowledge, including the social field, with the concept of consensus building which was initiated where stakeholders interact, negotiate and have tolerance as the basis and used in this study to describe the model. network of actors in accelerating land registration as a form of public service. This study aims to identify and analyze the role of actors, as well as the network model of actors in the complete systematic land registration acceleration program in the city of Semarang. This study uses a qualitative descriptive method and the key instrument is the researcher (the researcher is the key informant). The results of this study indicate that the Semarang City Land Office is the main actor and acts as a mouthpiece for implementing policies, facilitators and coordinators. This study examines the development of policies for accelerating land registration in Indonesia in relation to network relationships between actors who influence policies in this field.
Sistem Informasi Tenaga Kesehatan (SINAKES) Online merupakan sistem yang mengintegrasikan tiga instansi kesehatan untuk perizinan tenaga kesehatan. SINAKES Online ini merupakan salah satu bentuk inovasi dari Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPM-PTSP) Kota Semarang. Adanya SINAKES Online ini menarik perhatian peneliti, mengingat sebagai sebuah inovasi perlu adanya penelitian khusus terkait pelaksanaannya. Penelitian ini bertujuan untuk menganalisis pelaksanaan SINKES Online ditinjau dari dimensi inovasi dalam SINKES Online pada DPM-PTSP Kota Semarang. Jenis penelitian yang dilakukan adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara dengan beberapa informan yang dipilih secara purposive yaitu Kepala Bidang 1 Pelayanan Perizinan Kesra DPM-PTSP Kota Semarang, Pegawai Teknis IT dan Evaluasi DPM-PTSP Kota Semarang, Staf Sumber Daya Manusia Kesehatan (SDMK) Dinas Kesehatan Kota Semarang, Penanggung Jawab Persatuan Perawat Nasional Indonesia (PPNI) Kota Semarang, Sekretaris Ikatan Fisioterapi Indonesia (IFI) Kota Semarang, Tenaga Kesehatan/ pemohon perizinan tenaga kesehatan di DPM-PTSP Kota Semarang. Hasil penelitian menunjukan bahwa inovasi SINAKES Online dilihat dari dimensinya memiliki keuntungan relatif, kesesuaian, kerumitan, kemungkinan untuk dicoba dan kemudahan untuk diamati. Saran yang diberikan adalah perlunya pengalokasian anggaran secara khusus untuk pengembangan SINAKES Online dan perlunya pelatihan pengembangan IT kepada pegawai seperti mengadakan workshop.
