Penelitian ini dilatarbelakangi tingginya angka pengangguran di Kabupaten Karawang yang mencapai 9,55 persen, berada di atas angka pengangguran nasional, keadaan tersebut berbanding terbalik dengan citra Kabupaten Karawang sebagai daerah dengan kawasan industri terbesar se-Asia Tenggara dan sebagai proyek percontohan Program Pemagangan Nasional. Tujuan penulisan ini adalah menganalisis collaborative governance antara pemerintah Kabupaten Karawang bersama APINDO, KADIN, dan masyarakat dalam penyelenggaraan Program Pemagangan Nasional. Penelitian ini menggunakan teori collaborative governance dari Ansell dan Gash (2007) yang berfokus pada aspek trust building dan commitment tp process. Hasil penelitian menunjukkan lemahnya kepercayaan dan komitmen antar aktor dalam penyelenggaraan Program Pemagangan Nasional di Kabupaten Karawang berdampak pada penolakan dari unsur serikat pekerja, yang menganggap pemagangan sebagai media dalam eksploitasi buruh murah, dan kaya celah pelanggaran terhadap komitmen dalam pelaksanannya, di samping memunculkan aktor free rider dalam mengais keuntungan pribadi.Kata Kunci: Membangun kepercayaan, Kolaborasi pemerintahan, Program Pemagangan.
A requirement of adjacency between government and those who are governed is important if the government aim to provide a proper service. It reflects in one of the policy of Subang Regency Government called regional blossoming (pemekaran wilayah) that refers to the splitting up of their sub-districts (kecamatan) into multiple new territorial administrative units. The research is aimed at gaining a deep analysis on the policy through public service perspective and assisted by qualitative approach in the matter of data collection such as unstructured interview and documentation. The findings reveals the quality improvement of public service is an impact of regional blossoming in a certain local government. Furthermore, the regional blossoming policy also shows the more desirable presence of government amidst the public and also it is able to restrict a span of control and leadership of Camat as the determinant of adjacency embodiment between government and those who are governed and to embody a proper implementation of public service at once.
Purpose of the study: The aim of this study is to examine the role of special autonomy funds in poverty reduction in Aceh and to find out how to deal with poverty in Aceh and what obstacles are faced by Aceh Government. Methodology: This research used a qualitative method with a case study approach to provide a detailed explanation and exploitation. Research data obtained through interviews and data obtained also through local and national online media and the media data were analyzed using Nvivo 12 Plus, specifically by using the NCapture feature, which allows researchers to systematically compile and analyze documents. Main Findings: This study found that the implementation of poverty reduction programs and policies is still in the form of false participation due to low transparency and accountability and economic dependence on other regions outside Aceh and the small number of medium and large industries in Aceh. Applications of this study: The findings of this study are useful for exploration by the Aceh Government in order to maximize the role of special autonomy funds in poverty alleviation efforts in Aceh. Novelty/Originality of this study: Research on the Aceh Special Independence Fund has been widely explained by a number of researchers. However, there is no publication that specifically explains the role of special self-government funds to reduce poverty. Consequently, the use of accountable and transparent special autonomy funds can reduce poverty in Aceh.
Indonesia's policy of customary land regulation does not eradicate the problems faced by indigenous people. Disputes over customary land proprietary rights continue to occur even in this current era of decentralization and democracy. Departing from empirical phenomena, this study aims to uncover customary land policy dilemmas and explore strategies to reconstruct customary land policies in Indonesia. This study uses a qualitative approach to literature study methods. This study was conducted in Indonesia and uses various cases of customary land policy from the provinces of Riau, East Kalimantan, and Papua. The data collected in this study is derived from books, documents, journals, research results, and news in electronic media. The results of the study show that Indonesia has a policy dilemma in the regulation of customary land for a number of reasons. First, customary land policies governed by customary law and national law often result in disputes. Second, in relation to natural resources management, there is no synchronization and harmony between sectoral laws and the Basic Principles of Agrarian Law (UUPA). Third, the government is yet to create policies at the local level regarding the protection and recognition of customary land. Therefore, the ideal strategy of policy reconstruction is to create a synergy between government institutions and all stakeholders in the policymaking process of customary land regulation. The conclusion of this study is that the policy dilemma of customary land in Indonesia will continue to occur if the government does not involve the participation of indigenous people and groups of interest in the policymaking process of customary land regulation. AbstrakKebijakan tanah ulayat di Indonesia masih menyisakan persoalan bagi masyarakat adat. Konflik terhadap penguasaan tanah ulayat terus terjadi hingga era desentralisasi dan demokrasi saat ini. Berangkat dari fenomena empirik tersebut, maka studi ini bertujuan untuk mengungkap dilema kebijakan tanah ulayat dan mengeksplorasi strategi untuk merekonstruksi kebijakan tanah ulayat di Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kepustakaan. Studi ini dilakukan di Indonesia dengan mengambil berbagai kasus tanah ulayat sebagian besar yang terjadi di Provinsi Riau, Kalimantan Timur, dan Papua. Data dalam penelitian ini dikumpulkan dari sumber-sumber yang berasal dari buku-buku, dokumen-dokumen, jurnal, hasil penelitian, dan berita di media elektronik. Hasil penelitian menunjukkan bahwa dilema kebijakan Dari penelitian ini diperoleh hasil bahwa di Indonesia mengalami dilema kebijakan dalam pengaturan tanah ulayat yaitu; Pertama, kebijakan tanah ulayat yang diatur oleh hukum adat dan hukum nasional sering dipertentangkan; Kedua, tidak sinkron dan disharmoni antara UUPA dengan Undang-Undang sektoral yang berkaitan dengan pengelolaan sumber daya alam; Ketiga, kebijakan pada tataran lokal yang masih belum dibuat dalam melindungi dan mengakui tanah ulayat. This article attempts to discuss the practice of democratic governance in contemporary Indonesia. This study is essential since Indonesia is one of the countries transitioning from authoritarianism towards democracy following the fall of Suharto’s regime. This study shall answer whether democratic governance in Indonesia experiences a crisis, with a focus of analysis on the four dimensions of democratic governance, namely: (1) rule of law, (2) human rights, (3) civil society, and (4) elections and political process. This study applies a qualitative method by collecting data from document studies and literary studies. The findings in this study indicate that democratic governance in Indonesia experiences a crisis as evidenced by the remaining-weak legal supremacy in Indonesia, and the existence of violations of the implementation of human rights, eventually led to horizontal conflicts. The inability of civil society organizations to carry out their functions in democratization as an intermediary between the community and the state as well as to influence government policies for the public interest. Another recent weakness is there are still strong issues related to primordialism in the occasion of General Elections. This crisis of democratic governance shall bring Indonesia to "the decline of democracy" instead of democratic consolidation.
