Telecommunications operations have varying degrees of importance in maintaining high-quality service to telephone companies' customers, When Operations, Adminismtion, Maintenance, and Provisioning (OAM&P) messages are implemented using the OS1 model (CMISE/ROSE/ASN.l), the design requires the intelligence of an application-layer flow conml rather than a "dumb physical, data link, or network layer control. The main objective of this paper is to describe the flow control problem from an application perspective and show why a Layer 2-based flow control (which is currently used) is inadequate. A Network Traffic Management (NTM) model based flow control is suggested to manage end-to-end flow control at an application level.
