The development of an effective unified information space of the regional radiology diagnostics service is possible by connecting all outpatient cancer care centers and medical organizations to distributed medical image storage systems under the management of regional radiological information systems within the framework of the regional programs “Creation of the unified digital circuit in healthcare based on the unified state health information system” of the territorial subjects of the Russian Federation. The aim of the research is to study the features of using radiological information systems in the oncological profile and develop recommendations for creating distributed archives of medical images in the oncology service within the framework of the federal project. The paper considers the results of the implementation of software products “LINS LookInside”, “LINS Makhaon” in the framework of implementation of local and regional projects in cancer clinics. The data on the connected diagnostic equipment and integration with medical information systems are provided. It has been established that each medical organization with an oncological profile should have its own local PACS installed. Using the example of federal cancer centers, it is recommended to include endoscopic departments, radionuclide and ultrasound diagnostics rooms in radiological information systems, as well as to install and connect systems for automatic publication of CD/DVD discs with DICOM studies.
In the framework of the strategic tasks for the country to increase the level of scientific and technological development and enhance innovation, it is of scientific interest to study these processes using the example of healthcare as the most dynamically developing social sphere. Aim of the study: to consider the possibilities of interaction between medical and economic science in the process of introducing innovations in regional health care. Materials and methods. The paper uses systemic and integrative approaches, methods of comparative and statistical analysis, and modern IT solutions. Results. The article proposes a classification of innovations in medicine and confirms the effectiveness of the integrated use of organizational, informational, medical, non-medical innovations in the industry, which helps reduce morbidity, disability, and mortality of the population at the macro- and meso-levels. Conclusions. The authors’ approach to the study of innovations in the regional healthcare system substantiates the feasibility of integrating medical and economic science from the perspective of not only medical, but also economic effects at the social level. The authors’ approach has been tested on the example of the oncological service of the Sverdlovsk region, proving the achievement of high medical, social, economic effects at the regional level as a result of the integrative interaction of medical and economic science.
В марте 2020 г. изданы приказы главного врача Свердловского областного онкологического диспансера по организации и проведению мероприятий по предупреждению распространения коронавирусной инфекции, организован оперативный штаб по организации работы диспансера в условиях распространения новой коронавирусной инфекции COVID-19, введены ограничительные меры с целью предотвращения распространения новой коронавирусной инфекции. Произведен сравнительный анализ объемов оказания специализированной медицинской помощи в условиях пандемии COVID-19 в сроки до (с января по апрель 2020 г.) и после введения ограничительных мер (с апреля 2020 по октябрь 2020 г.): поликлинические посещения (очных консультаций проведено 77701, дистанционных консультаций выполнено 58), количество законченных случаев круглосуточного стационара по видам лечения зарегистрировано 10410, из них хирургическое лечение составило 3312, лучевая терапия проведена 1707 пациентам, химиотерапия проведена 5391 пациенту. Полученные данные работы онкологической службы в период пандемии COVID-19 позволили сделать вывод об эффективности принятых противоэпидемических мероприятий. Организация работы онкологической службы региона, согласно требованиям и с учетом эпидемиологической обстановки, позволила продолжить оказание специализированной помощи населению и минимизировала риски заражения пациентов и сотрудников.
