Under present-day conditions, the programs of regional and local socio-economic development include land use planning strategies for tourism development. Therefore, recreation zones along with land plots for recreational and tourist sites construction should be integrated into the territorial planning schemes. This is what makes the topic of this scientific research currently important and determines its practical relevance. The purpose of the study is to assess the recreational potential of municipal entities of Novosibirsk Oblast and to elaborate recommendations for drawing up the territorial planning schemes that could be used for recreation and tourism development in the region. The article discusses theoretical and practical issues of assessing the recreational potential of the area with a view to draw up territorial planning schemes. The issues of assessing the recreational potential to select certain strategic priorities for the socio-economic development at the regional and local level have not yet been properly investigated. When assessing the resource potential, there is the problem of choosing the estimation methods, criteria and indicators. The authors propose to use a comprehensive strategy to assessing the recreational potential of the area with a component-based and integral estimate of resources. When drawing up the territorial planning schemes, the quoted results of the recreational potential assessment of the municipal entities of Novosibirsk Oblast have made it possible to identify the most well-favored areas and provide recommendations on specific land use and composition of themed tourist maps. The strategy and results of the recreational potential assessment were used in the elaboration and rationalization of the tourism-dedicated section in the text of the Strategy of the Socio-Economic Development of Novosibirsk Oblast for the Period through to 2030. The findings are relevant for various government agencies, as well as for those interested in land use planning for recreation and tourism purposes.
The article highlights the issues of digitabltalization of the economy of the Russian Federation, in particular, “Digital Agriculture” state program. The goals and objectives of digitalization of agriculture in Russia are discussed. The main point is made about the fact that it is impossible to create digital agriculture, which implies the introduction of “smart land use” bypassing the creation of “digital land management”. The analysis of “Digital Agriculture” project concept is given; its goals and directions are considered. “Digital land use and land management” direction has been studied in details. The authors of the article suggest introducing “Smart Agrolandscape” land information system (ZIS “Smart Agrolandscape”). The basis of this system includes a scheme of ecological and economic zoning, taking into account the suitability of agrolandscapes for arable land and fodder land use. The article presents the structure of the proposed system, its goals, objectives, purpose, and algorithm of work in the system. In conclusion, the authors of the article recommend the inclusion of ZIS “Smart Agrolandscape” into the Digital Land Use and Land Management project, due to the fact that the process of making recommendations on the efficient use of land in municipalities using this system is fully automated and does not require time, labour and financial costs; its use is maximally simplified and accessible to unlimited interested parties.
To solve problems in the field of information support of the cadastral valuation of settlement lands, the article proposes to develop a geo information system of information support of the subjects of cadastral valuation of settlement lands. The proposed geographic information system includes the results of assessments of the cadastral and market values of land plots and generated assessment cards based on the data obtained, thematic maps characterizing the efficiency of urban land use, ecological land use schemes flowing into the ecological tension schemes of the settlement lands.
The modern system of state cadastral assessment (SCA) in Russia is designed for mass valuation of real estate – to evaluate groups of objects, which does not allow to ensure the proper reliable level of cadastral value (CV) for each individual object which is the subject to cadastral assessment. In this regard, the task of developing scientific and methodical support for correcting the results of the SCA obtained by mass assessment methods becomes particularly relevant. First of all, this applies to land plots of the category "residential lands" (RL) – objects that are most involved in the economic turnover of the country. This topic has become the main content of this article. The scientific and methodological provision of correcting the results of the SCA, based on the expert analytical method of evaluation - the sales comparison method (SCM), the new technological decision of accounting for the factor of VIR in the assessment of the CV, as well as the principle of compliance with the balance of public and private interests – allows to correct the results of the SCA of RL, increasing their reliability within the balance of interests of the state and land users, which is confirmed by the results of the article. The development of this scientific and methodical provision was carried out in accordance with the legal and methodical frameworks of the Russian SCA RF system using decision-making methods: analysis of hierarchies and expert assessments.
The paper presents the results of measuring the propagation velocity and Markstein length of pure and inhibited laminar axisymmetric dimethyl ether/air flames using the PIV method. Their dependence on equivalence ratio and the concentration of inhibitor is studied. Trimethyl phosphate is used as an inhibitor. The measurement results show a strong dependence of the Markstein length on the concentration of the inhibitor. This suggests the use of this parameter as a measure of inhibition effectiveness of turbulent flames.
