Modern regional development strategies are implemented only for the part that meets the interests of corporations. The national economic approach is ignored. Western models within the framework of economics do not correspond to the state of the Russian economy. The theories of the peripheral economy of the 19th century were not only accepted but also realised during the reform of the economy of the Russian Empire. Loss of value with a “non-market” approach to exchange with other countries was considered as a necessary condition for “industrial education of the nation”. Examples of projects implemented in Siberia demonstrate this clearly. It is no secret that many infrastructure projects, in particular transport projects, are obviously unprofitable. Pipeline transport is created in the interests of mainly large resource-exploiting companies that prefer export destinations. The economic block of our government is focused on maximising cash income, and preferably as soon as possible. It should be recognised that the theories (scientific basis, if any) used to reform the Soviet economy of the 90s did not correspond to the object. Our economy was in a different environment of economic regulation, in which other laws apply. We propose to use the forecasting experience based on spatial models of the national economic level, which are based on the laws of political economy: maximisation of the degree of satisfaction of the needs of the country’s population, the law of planned (propor tional) development and the law of value.
Russia is now essentially more open to the world market and to the world community. The geographical reasons predetermine the shortest way of connection between Europe and North East Asia (NEA); it is the railroad through Russia, using Transsiberia. The Yenisei River is the shortest and the cheapest way to the North East Route (NER) for many regions of Siberia. The problem of using NER is now very interesting for the states of Northern Europe, Japan, and South Korea. There are a lot of resources in Siberia—timber, nonferrous metals (lead and zinc), gold, oil and gas, and the cheapest source of electricity. Based on this combination, it is possible to produce many kinds of goods (not only resources). The Angara-Yenisei region is located on the territory of the Yenisei catchment area and together with other great rivers of Siberia and the Far East forms the ecological and assimilation potential of the TRANS-Urals. Its preservation and development are an elements of Russia’s national security. From this point of view, the national project «Ecology» of Russia is critically analyzed, and it is proposed to identify and implement a re-qualification program to solve the environmental problems of the Yenisei and the Angara-Yenisei region. The first, research stage of such a program is recommended to be implemented by academic science at the expense of state sources of funding, and business funds should be attracted at the following stages deployment of the program. The elements of the scientific tools for substantiating the proposed program that have been developed so far in the Institute of Economics and Industrial Engineering SB RAS are demonstrated
The article considers the possibility of calculating indicators of the theoretical cost category using modern inter-industry interregional tools for forecasting economic development. The principles of displaying production relationships implemented in them and the resulting calculated indicators in the cost dimension do not contradict the categories of classical political economy. In parallel, the concept of redistribution of nominal value by means of Finance between interconnected producers and consumers was introduced when applying the intersectoral approach. The paper provides an example of calculations. The usual financial statements are used as an instrumental basis, but the number of employees is set as an input measure of all costs. As a result, all calculated data: prices (aggregated prices), indices of their changes in dynamics, current financial flows are recalculated in labor costs. The tables below represent the corresponding indicators aggregated by region. Despite the proximity of the financial and cost categories, the use of cost characteristics in financial instruments to calculate them affects the quantitative results to a certain extent. In particular, comparison of indicators of forecasts of financial and cost statements of tasks connected with one initial base of tasks of material composition shows the following. The dynamics of changes in the total income of the population, budgets, volume of loans, etc. for indicators in value units are overwhelmingly lower than the corresponding values of the mentioned purely financial task. This suggests that the rates calculated in current prices (the financial task) have a greater inflationary impact than similar indicators calculated in value units. Or, regional differentiation of calculated units of product value above the corresponding indices of consolidated prices of purely financial statements. To a certain extent, this is due to the fact that the task adopted assumptions for a certain alignment of economic activity conditions by region due to the differentiation of Federal taxes.
