Mutual consideration of social complex and technical indexes while assessing the civil defense (CD) divisions readiness for actions in emergency situations (ES) of various character.Methodology. As readiness level index of CD divisions, probability assessment of professional-technical readiness state for response to various emergencies at the scheduled time has been used. The level of readiness of the unit is estimated on the general scale -"ready to perform tasks", "limited ready to perform tasks", "do not meet the requirements".Findings. Analytical dependences of CD units' readiness level on their fitting with both one-type and differenttype equipment have been received. A model for evaluating the level of readiness of CD units to act in emergencies is proposed. It is of a systemic nature and integrates modules which are logically and informationally connected according to intended purpose, solvable tasks, input and output data and other parameters each of which solves specific tasks.Originality. Systems approach and the readiness principle assessment of CD divisions for actions at emergency have been offered. It was based on the consideration of complex indexes of divisions' technical equipment and professional readiness of their staff.Practical value. The offered readiness level index of CD divisions for actions in emergency allows carrying out the comparative analysis of condition of a readiness of CD divisions for the purpose of development actions to increase effectiveness of their use.
In article, the interrelation between energy parameters of Globe moving in a system Sun-Earth-Moon has been established. It includes features of a seasonal energy condition of an internal core of Earth and the key energy parameters of tectonic activity of seismically dangerous local territories of the planet. These parameters have been systematized by means of a clustering method hierarchical. The mechanism of energy influence of core Earth fluctuations on variations of axial rotation speed of the Globe and level of seismic activity has been grounded. The phenomenon of a periodic oscillation of planet condition seismic and effect of asymmetric distribution of the emergency situations (ES) of tectonic origin on the Earth's surface has been established. For the first time, ranging of the seismically fissile local territories of the Globe in the parameters determining the level of seismic activity and ranges of magnitudes was carried out. Based on these results the effect of division of the seismically fissile local territories into three main clusters that characterized by rather high, average and low degrees of seismic activity was established. Join of the ranged seismically fissile local territories of the Globe permit to establish zones with various degree of seismic activity along the section of various geophysical plates. The results received in article are a basis for further carrying out complex assessment of interrelations between key parameters of moving Globe in a system Sun-Earth-Moon and key parameters of tectonic danger of the seismically fissile local territories of Earth. It is base for further increase in effectiveness of monitoring of origin tectonic emergency by development of neural network prognostic models.
In conditions of uneven distribution of sources of danger across the territory of the state, each territory has its own levels of natural, technogenic, social and military loads, which influence on the composition of forces, tactical and technical characteristics of the means of the functioning geoinformation security system, namely the national security system. In Ukraine the civil defense system is functioning to ensure the implementation of state policy in the field of civil defense for protection of the population, territories, environment and property from emergencies by preventing such situations, eliminating their consequences and providing assistance to victims in peacetime and during a special period. The system consists of functional and territorial subsystems and is aimed to solving the issues of ensuring the necessary level of security of the state in the conditions of emergency. At the same time, the issues of implementation of the monitoring function and development of effective decisions by all local subsystems, which aimed at prevention and localization of different emergencies, remain completely open to the state. In order to further develop the scientific and technical bases for the implementation of the subsystem of the civil defense system of Ukraine on operative monitoring of changes the boundaries of radiation pollution zone, the level of danger in the zone and the prediction of new hazards, a dynamic model of the combined use of unmanned aerial vehicles and ground control of radiation hazard factors, where the delivery of ground control devices to the danger zone is performed by unmanned aerial vehicles, is developed.
In the article with the aim of the functioning efficiency of the unified state system of civil protection to minimize the consequences and prevent the depletion or destruction of individual natural complexes and resources (i.e., excessive pollution of the environment and the destructive effects of natural forces and other factors that limit or exclude the possibility of life of a person and the implementation of economic activity under these conditions) the results of further development of the scientific and technical foundations for the implementation of a system for operational monitoring of a certain area have been presented. These results were based on the example of the issues of reconnaissance and clarification of the area parameters contaminated by hazardous chemicals using unmanned aerial vehicles (UAVs) where an environmental emergency has been occurred. It has been established that the main criterion for the effectiveness of the use of UAVs is the time of monitoring the area of an environmental emergency. That time is associated with both the characteristics and the formation of the UAV flight path. In the article the method of forming a flight path for reconnaissance and clarifying the parameters of the contamination zone of the area with hazardous chemicals by one UAV was presented. Also, the formation of the flight path when using the group flight of the UAV was presented. As a result of the research, it was found that with the group version of monitoring the UAV terrain, the flight time is significantly reduced. This proves the effectiveness of organizing such an option for monitoring a certain area of an emergency environmental situation.
