This paper presents the growing role of the digital economy in the management of enterprises and organizations of the agro-industrial complex, and the development of rural areas in terms of innovative agricultural development. The issues of the information infrastructure and security, are revealed, the formation of digital media, reduction of technical risks in the industrial sector, the issue of the competitiveness of agribusiness and food security of the Russian Federation, are revealed. The priority directions of modern agricultural policies are presented: management of enterprises and organizations of the agro-industrial complex and the development of rural territories in terms of innovative agricultural development based on the digital economy. Proposed for the implementation of the services of the and analysis in agribusiness management based on digital technologies. The following measures and mechanisms were proposed for the implementation of this project: staffing for IT-skills on the basis of business-administrative partnership, technical support, creation of competence centers and information and consultative support of services, introduction of management accounting and analysis in the management of agribusiness based on digital technologies. The key areas of the digitalization of agro-business are shown in this paper.
The article substantiates the importance of the development of agrarian science and education in the conditions of innovative development and digitalization of the economy sectors in agro-industrial complex. The problems of the digital economy in the agro-industrial complex are identified. Priorities in the development of modern agricultural science and education, the competitiveness of modern scholars and university professors are justified. Priority areas in scientific research of engineering and technology in agriculture, organization and agribusiness management based on digitalization are defined. At the same time, special attention is paid to the organic agriculture development and the functioning of the food market for agricultural organic products. It is proved that the digital economy contributes to the formation of an innovative information space. Production relations are changing; progressive changes are taking place in the structure of the economy and in all levels of education (general, secondary and higher). The emerging information society is changing the model of the school teacher, the university lecturer and the student model. The article identifies the priorities of e-learning and its most significant components. Relevance and effectiveness of the e-learning implementation in higher and postgraduate education is shown.
Stimulating the development of local territories is the possibility of forming their effective system, which, in turn, implies the emergence of organizations in target market segments with steady demand. The article assesses the distribution of raw material zones of agricultural production and processing enterprises of the Altai Territory region. Criteria are proposed for the segmentation of production and processing of agricultural products, local markets, assessing the effectiveness of localization of production and markets. An integrated approach to assessing the suitability of territories for organic farming is proposed. The cluster going is in this connection expedient near organization of production and processing of organic agricultural produce with the purpose of working off forms and mechanisms of his development.
