The article presents the results of research on the project "Development of organic agriculture based on advanced methods and technologies", with its integrated system approach, models of market organisation, process control of biological function and development of rural areas. The article substantiates the need to develop the concept and programs of organic agriculture in the regions of the Russian Federation in relation to the Altai Territory on the basis of a cluster approach with the development of biointensive technologies, mechanisms and methods of its development.
The modern history of organic farming in Russia began in 1989 with the implementation of the state program “Alternative Agriculture”. Organic agriculture in Russia was initially considered as a condition and mechanism for the development of small and medium agricultural forms of production. The increase in the production of agricultural products and food in excess of the normative requirements, ensuring the country’s food security led to the expansion of exports. Russia’s aptitude to uphold fulfillment with global standards and be competitive in world markets where ecologically clean agricultural products are in demand is quite high: huge reserves of land in Russia, the introduction of ecological farming systems must be carried out on huge areas, coordinated with a large number of small owners. Information support for farmers about new, more efficient technical means, biotechnologies in organic agriculture and certification of organic products for environmental friend-liness, safety of manufactured products, the use of intensive biotechnologies, financial support of organic agriculture, processing and sale of organic products remain problematic.
The article is devoted to the export of agricultural products and foodstuffs of Russia. The assumption of perspective development of the market of agricultural products and food, including organic products for the Russian agriculture, mechanisms of development of export-oriented agriculture are proposed. The research substantiates the resource potential of the Russian regions of agro-industrial direction, in particular, the Altai Territory, and the prospects for the expansion of the production of ecologically clean, organic agricultural products and foodstuffs, their exports in order to improve the nutrition quality of population not only in Russia, but also in other countries. In this regard, the development of multilateral commercial and economic cooperation among the countries of the Shanghai Cooperation Organization (SCO), which includes China, Russia, Kazakhstan, Tajikistan, Kyrgyzstan, Uzbekistan, India and Pakistan, is reasoned. In recent years, within the framework of this organization, the creation of a free trade zone, as well as infrastructure for trade and investment, is expected. It is economically feasible to attract business investments of these countries in the regions of Siberia and the Far East in order to create joint processing agro-industrial enterprises, including enterprises for advanced processing of grain in Altai. At the same time, it is necessary to conduct scientific research in the direction of substantiating strategic vectors and mechanisms for international cooperation in order to improve the quality of nutrition of population within individual countries and international associations.
The article discusses the trends and prospects for the development of organic agriculture in the regions of Siberia. The concept of development of organic agriculture based on a cluster approach is presented. The feasibility of the formation of eco-clusters in regions with environmental conditions and the possibility of producing organic agricultural products, including on non-used fallow lands for a certain period, is justified, with the aim of developing and testing bio-intensive technologies, innovation management systems in organic agriculture.
