Current article considers theoretical approaches to the consistency of the term "social risk", outlines their classification features. The impact on the labor market of quarantine restrictions due to the COVID-19 pandemic was investigated, the sequence of manifestation of social risks associated with a decrease in the level of economic activity was determined. Ukraine has been in conditions of economic and political instability since 2014, which was the result not only of a “hybrid war” from Russia (the main trading partner at that time), but also of chronic inefficiency of state and corporate governance. The 2020 pandemic only intensified the stagnation of the economy, with an annual GDP contraction of 4%. The labor market has undergone negative changes, basic social indicators have get worse − employment of the population and the level of unemployment; the number of labor migrants abroad has decreased and, accordingly, money transfers from abroad have reduced too; incomes of the population decreased due to a reduce of salary, partial or full loss of job,suspension ortermination of activities of individual entrepreneurs and selfemployed persons. The difference between the number of the active and inactive population is growing, which increases the social pressure on the employed population. Of the 15915.3 thousand employed persons, the number of insured persons was only 12823.5 thousand, while the number of retirees was 11131.0 thousand, that is, the coefficient of demographic dependence of the pension system in Ukraine is 0.87 (the number of retirees per one worker). Disbursement on social payment, excluding pensions, in Ukraine are 8-20 times less than in the closest European neighbors; despite the fact that the number of citizens living below the poverty line is 2-5 times higher than the indicators of neighboring countries. The consequence of the COVID-19 crisis was not only a drop in GDP, but also an increase in the state budget deficit to 5.3% of GDP in 2020 and to 5.5% of GDP in 2021. There is a growing risk that repeated waves of COVID-19 and unacceptably slow roll-out of vaccination will undermine optimistic forecasts for the domestic economy for the next decade.
The current stage of development of the institutional structure of the world and national economies is characterized by a permanent strengthening of integration tendencies, the essence of which is in the desire of business entities to establish long-lasting relations in all spheres of activity. One of the results of such integration processes is the enhancement of the role and scope of activities of integrated corporate structures. Therefore, the purpose of the article is to explore the conceptual foundations of corporate integrated structures formation. Achieving this goal is based on methods of analysis and synthesis, induction and deduction. The article examines the essence of integrated corporate structures, the prerequisites for their emergence, as well as the key motives for enterprise integration. The necessity to make decisions regarding the formation of integrated corporate structures on system-synergistic basis, aimed at improving management systems as well as improving information systems in the management sphere, has been determined. The main features of integrated corporate structures have been identified. Systematization of forms of corporate integration within horizontal and vertical types has been considered. Taking into account the participation in the corporate structures enterprises of different fields of activity, in order to successfully manage them, it is necessary to identify the features of formation of corporate structures depending on the characteristics of economic activity and ensure a permanent flow of information from subsidiaries to the central company or from subsidiaries to the main enterprise considering regulatory and legislative regulation. The results of the study allow to deepen the understanding of the theoretical aspects of the formation of integrated forms of enterprise and can be used in substantiating the directions of enterprise consolidation in the conditions of foreign trade liberalization and strengthening of competition in the world market of goods and services. The study is devoted to the analysis of the transformation of the social development of Ukraine and the determination of a system of target priorities designed to ensure the effectiveness and efficiency of state social policy. The research methodology is based on World Bank tools and official statistical observations of the Ukrainian State Statistics Service, as well as the Methodology for Comprehensive Poverty Assessment and Living Wage Methodology officially adopted in Ukraine. The research results indicate a critically high growth rate of poverty, the growing dependence of citizens of Ukraine on social support from the state. An analysis of social development also indicates a high level of deprivation poverty and its destabilizing dynamics. It was revealed that the dominant drawbacks of state regulation of the social sphere are the unformed normative and methodological support for monitoring and adjusting the levels of social standards, the absence of reforms in the systems of pension provision, education and science, medicine, housing, and communal services, and regulation of employment. So, institutional regulation of the parameters of the development of the social sphere in Ukraine is insufficient and does not provide a solution to the critical problems of the demographic crisis, labour emigration, poverty alleviation, and, therefore, is not able to ensure sustainable social and economic development of the state. The strategic priorities of the system and structural transformation of the social sphere of Ukraine are the formation and establishment of the composition and structure of the elements of the social sphere system, the creation of a full-fledged social infrastructure and the institutional environment for its functioning, which will create conditions for the realization of citizens' constitutional rights to social protection.
