This article has both a general theoretical, conceptual, and branch character. It is a complex interdisciplinary study aimed at conceptual approaches establishment to the understanding of national security and the mechanisms for its provision in foreign countries such as the United States and Great Britain. Within the framework of the prepared article, its authors carried out a comparative analysis of strategic legal regulation experience concerning the national security issues of these foreign countries, the use of which is necessary in view of the new global challenges within a national legal system. The specifics of the Anglo-American approach to public administration in the sphere of national security provision are established and systematized.

Introduction. This article is a continuation of the publication of the same name in the previous issue of this journal. Methods. The methodological framework of this research is a set of methods of scientific knowledge, among which the main place is occupied by historicist methods of systematic analysis and comparative law. Results. The author distinguishes stages of formation of the concepts of "national security" taking into account the historical experience of Russia and other countries. We present the author's approach to the identification of the factors causing the current maintenance of national security. Conclusions. National security is a multidimensional phenomenon that needs to be considered as a part of the international security with regard to security within the borders of a particular state, including military threats, as well as in relation to the national interests of the certain state's population.

Purpose: This article is devoted to the analysis of characteristics of national interests’ institutionalization in the North American tradition, namely the evolution of their legal consolidation and the practice of implementation in modern conditions. Methodology: The methodological basis of the present research is based on the application of various general scientific methods of scientific knowledge (analysis, synthesis, deduction, induction, system-structural, formal-logical approaches), as well as particular scientific methods, i.e. historical-legal, formal-legal, comparative-legal, and interpretative. Result: The characteristics of the North American approach to the issues of strategic planning and the development of program documents in the field of ensuring national interests are established, systematized, and characterized by the content of US National Security Strategies of past decades, in terms of securing national interests in them and areas of their implementation. Applications: This research can be used for universities and students in history. Novelty/Originality: In this research, the model of national interests institutionalization in the North American tradition is presented in a comprehensive and complete manner.

Подчеркивается необходимость научного освоения безопасности во всех ее проявлениях, дальнейшего изучения перспектив ее развития. In this paper, the authors investigate a range of issues concerning the evolution of the national security concept from the standpoint of historical and legal science. The necessity of the scientific coverage of safety in all its forms is pointed out. The authors note that at the end of 20th century the range of issues is expanding and, accordingly, the subject of security research. Particular attention is paid to the types and levels of safety and operational models, regimes and institutions of international security. The conclusion consists in the fact that in the post-soviet period when Russian science is completely open for cooperation with the outside world, three types of intellectual sources of the Russian security theory can be distinguished: western theory, based on the traditional paradigm of realism, liberalism and globalism; Russian non-Marxist theory; Marxism reformed close to European social democracy.
