The purpose of the article is to summarize the methods of state support for agricultural enterprises in order to increase their competitiveness in determining the directions of support for entrepreneurship in the agricultural sector of Ukraine. Research methods. The methodological basis of the article is the dialectical method of cognition and the systematic approach to the study of the fundamental provisions of science regarding the state support development for subjects of agricultural entrepreneurship. The use of the monographic method has allowed to substantiate aspects of state support for agrarian entrepreneurship. Research results. The state and methods of state support of entrepreneurship in the agrarian sector of Ukraine and the development of entrepreneurial activity in rural areas are investigated. The financial state of agrarian enterprises and the state of state support in the agrarian sector of Ukraine are analyzed. Forms and methods of state support of agricultural enterprises of Ukraine are substantiated. Recommendations for increasing the competitiveness of agricultural enterprises, the competitiveness of their products, increasing export potential and the international image of agricultural production have been developed. Scientific novelty. The directions of state support for the further development of entrepreneurship in the agrarian sector are proposed. The legislative, regulatory and economic aspects of state regulation, the possibilities of its improvement and targeting are considered. Practical significance. The practical recommendations for improvement of state support of agrarians in modern conditions are offered. The conceptual approach to formation of the state regulation of agrarian production which can be the basis for development of measures for state support of agrarian enterprises is substantiated. The purpose of the article is to reveal the essence and features of metrics of indicators of the effectiveness of state support for small entrepreneurship in the agricultural sector of the economy in modern conditions. Research methods. The methodological basis of the study was a set of methods of scientific knowledge of the system and mechanism of state support for small entrepreneurship in the agricultural sector. The achievement of the goal was facilitated by general scientific methods: empirical research (measurement, comparison, and observation), theoretical research (analysis and synthesis) as well as local (specific) analysis of situations (computational-constructive). Research results. It has been established that state support is one of the components of the state regulation mechanism; a system of preferential financing of priority industries and small entrepreneurship has been established; a system of measures to increase the adaptability and competitiveness of small entrepreneurship in the agricultural sector of the economy of a controlling, executive, legislative nature. It was found that the well-known methods for assessing the economic efficiency of state support for entrepreneurship in the agricultural sector could be combined into groups of methods: structural-territorial and structural-categorical; macroeconomic national; macroeconomic supranational. It has been substantiated that the set of indicators for achieving the goals of state support is reflected in the metric of indicators. Various researchers include various metrics of indicators in the system for assessing the effectiveness of state support for small business in the agricultural sector. Methods for assessing the effectiveness of state support for small entrepreneurship in the agricultural sector can be combined into groups of qualitative and quantitative assessment of budgetary, social, economic efficiency. Scientific novelty. The essence and features of metrics of indicators of the effectiveness of state support of small entrepreneurship in the agricultural sector of the economy in modern conditions is disclosed and a methodological approach to substantiating the main directions of modification of state support, which contributes to solving the problems of functioning of small entrepreneurship in the agricultural sector of the economy, is proposed. Attention is focused on the main components of expenditures for programs of state support for the development of entrepreneurship in the agricultural sector for 2021-2023. Practical significance. It is advisable to use the methodological approach as a base in the system for analyzing indicators of state support for small entrepreneurship in the agricultural sector according to the statistical reporting of business entities and macro indicators of the socio-economic state of the country. It was revealed that the main tasks of state regulation of small and medium entrepreneurship in the agricultural sector are: the formation of optimal financial and credit instruments; improving the legislative and regulatory platform; stimulating the interaction of small and medium businesses in the agricultural sector with the logistics and market infrastructure; the formation of an information culture and the development of socialization of small and medium entrepreneurship in the agricultural sector, etc. The necessity of solving the problem of forming an adaptive, comprehensive and integrative system of state support for small and medium businesses in the agricultural sector, which flexibly and quickly reflects the impact of an unstable market environment, creating an adequate logistics business infrastructure at all levels of the hierarchy. Scientific novelty. The main tasks of the functioning of state support for small and medium businesses in the agricultural sector of the economy in modern conditions are revealed and a methodological approach is proposed to substantiate the main directions of modification of state support, which contribute to solving the problems of the functioning of small and medium entrepreneurship in the agricultural sector of the economy. Зарубіжний досвід державного регулювання аграрного підприємництваМета статті -розкрити досвід реалізації механізмів державної підтримки аграрного підприємництва у країнах ЄС та розробити пропозиції щодо застосування в Україні.Методика дослідження. За методологічну основу дослідження щодо виявлення ефективних механізмів державної підтримки сільського господарства для України слугували загальнонаукові методи. Застосування монографічного методу в поєднанні із методом індукції дало змогу систематизувати й узагальнити зарубіжний досвід державної підтримки аграрного підприємництва.Результати дослідження Обґрунтовано умови розвитку аграрного підприємництва в Україні. Виокремлено методи та інструменти державної підтримки підприємництва, що використовуються у практиці зарубіжних країн. Узагальнено передумови ефективності державної підтримки аграрного підприємництва. Показано, що в зарубіжній практиці переважає програмно-цільовий підхід державного регулювання аграрного сектору.Елементи наукової новизни. Доведено, що активізація сільськогосподарського підприємництва, в тому числі у сімейних фермерських господарствах, залежить не лише від прямої, а й від створення умов для непрямої підтримки.

The achievement of the goal was facilitated by general scientific methods: methods of empirical research (measurement, comparison, observation); methods of theoretical research (analysis and synthesis); as well as local (specific) methods: methods of situation analysis (computational-constructive method). Research results. It has been established that state regulation of the development of entrepreneurship in the agricultural sector is the integrity of the implemented protectionist measures that guarantee the financial, budgetary, legal, economic, investment security of the competitive functioning of business entities in a market environment in order to optimize the conditions and consequences of entrepreneurial activity, the formation of a decent level of food security of the state, adaptation of producers to modern conditions of instability and coronacrisis. It is substantiated that the financial costs for state support of agricultural producers should be at least 1% of the volume of agricultural production, but in reality they amount to 0.4%. It was revealed that agricultural producers do not have real tax support. It has been established that the implementation of the priority of state regulation of small business entities, individual entrepreneurs and households will only contribute to an increase in the integral efficiency of the use of budgetary funds. Scientific novelty. The essence and main directions of state regulation of the development of entrepreneurship in the agricultural sector in modern conditions are disclosed and a methodological approach to substantiating the main directions of modification of state regulation that contributes to solving the problems of the functioning of entrepreneurship in the agricultural sector of the economy is proposed.
