Purpose. Rationale for sustainable development of fuel and energy resources in Ukraine for the period up to 2030 taking into account improvement of public rental policy, balanced growth of GDP, stimulation of technical and technological innovations, rise of energy efficiency in industry and social sphere.Methods. Methodological basis of research is the methodology of institutional economic theory, analysis of indicators related to the development of energy strategy and mineral resource base of Ukraine for the period up to 2030, analysis of annual balances of fossil fuels reserves and institutional equilibria of social and economic development of Ukraine.Findings. The modern state of systemic problems related to the development of fuel and energy complex of Ukraine has been analysed. Scientifically grounded conceptual propositions of mining rent taxation while mining fuel and energy resources have been developed. Priority areas of improving the mineral resource base of fossil fuels and sustainable development model of the local production of oil, natural gas and fossil coal for the period up to 2030 have been justified. Originality. Development of scientific and methodological provisions of rental relationships related to the production of fuel and energy resources, and the rationale for their sustainable development during the period up to 2030 taking into account the institutional peculiarities of Ukraine. Practical implications.The obtained results will allow to significantly adapt and supplement "The National program of the development of mineral-raw materials base in Ukraine for the period up to 2030" and "Energy strategy of Ukraine up to 2030", to fully substantiate the prospects of reforming rental relationships and taxation of mining rents in Ukraine as well as establish in the sphere of geology and mineral resources an effective system of reproducing technologically accessible and profitable reserves of fossil coal and hydrocarbons in order to increase their production in order to ensure the viability of all industries and social sphere.
Generalized data of paleotemperature conditions, elemental compositions, technological properties, density, and methane content of coals at different stages of methane generation in terms of catagenetic changes of coalbed organic substance have been studied. Theoretical calculations of changes in averages values of density of carbon atomic packing in natural formations ranging from lignite to anthracite, graphite, and diamond have been represented. Mechanism of the formation of reverse methane content of anthracites at the expense of carbon restructuring of coal, increase in density of carbon atomic packing, and involvement of occluded methane and radicals of СН3 group in the process of anthracite polymerization has been substantiated.
The results of the study of the influence of overburden stress in a solid mass undisturbed by mine workings on the compaction of sandstones within mine fields, exploration areas of Donbas coal deposits and some gas condensate and oil and gas condensate deposits of the Dnipro-Donets Depression (DDD) are presented. Regularities of changes in gas-bearing properties of porous reservoirs with the increase of overburden stress in an undisturbed solid mass, or its decrease in mine conditions are considered. The possibilities of rapid assessment of the forecast position of prospective sand reservoirs in the cross-section of the gas-bearing stratum are shown. Methods are proposed for calculating the position of sandstones of gas-bearing stratum, in which it is advisable to search for gas accumulations and its extraction in the coal and gas, oil and gas condensate and gas condensate fields of Donbas and DDD.
The practical experience of long-term operation of hydrocarbon deposits con- firms the presence of geomechanical processes and their significant impact on the state of the gas-saturated massif of rocks. In fields that are being operated for a long time, the prospects for industrial hydrocarbon accumulation can be associated with secondary gas traps of non-traditional type, in particular, technogenic ones, which are formed in low-pore collectors. The authors carried out a detailed analysis of the well-known gas and gas condensate fields of Ukraine. The Rudkivske gas field of the Western oil-and-gas bearing region was chosen. The purpose of the study is to clarify the geological conditions for the formation of technogenic collectors and attracting additional volumes of gas under the action of a geomechanical factor while operating the Rudkivske gas field. The quoted results of the research prove the effect of gas extraction from the deposits of the J-h horizon on the formation of secondary technogenic collectors by attracting additional volumes of gas from the of ND-4, ND-5, ND-7 productive horizons and the formation of a new (ND-10) one, which subsequently connected to the gas production. Attracting additional gas volumes is due to the gas influx from newly made technogenic collectors, which were formed under the action of a geomechanical factor in the process of long-term development of the field. The formation of technogenic collectors occurred due to the compression of the main reservoir of the Jurassic age (J-h), the deformation of the rock strata, and the decomposition of the overlying rocks, the development of the crack propagation, permeability increase and gas recovery rising. The geomechanical factor management opens the prospect of obtaining additional industrial gas influx in the late stages of the development of gas and gas-condensate fields, by predicting the geological conditions for the formation of improved secondary filtration and capacitive properties favorable to form technogenic gas deposits.
The state of implementation of the main indicators of the energy strategy of Ukraine for the period until 2035 has been analyzed and innovative prospects for the sustainable development of the national fuel and energy complex for the long term have been substantiated, taking into account the structurally unified nationwide energy supply system and the interests of future generations and the environment.
