In article timeliness and expediency of application of strategic management of knowledge as effective means of ensuring competitiveness of the enterprises of railway transport is proved. Analysis of existing models of knowledge management has led to the conclusion that each of the existing models of knowledge management requires certain conditions regarding the possibility of its use. First of all, it is the presence of a stable organizational culture in the enterprise, a favorable moral climate, the initiative of employees, in fact, is a prerequisite for the creation of implicit knowledge, attention to the value of human and intellectual capital on the part of management, as well as the possibility of accumulating knowledge for their further analysis, use and improvement. This created the basis for improving the conceptual provisions of strategic knowledge management in railway transport, revealing management technologies in the following areas: the development of competencies of personnel focused on the implementation of strategic objectives; the creation of a comprehensive integrated information environment that improves the quality of business processes; the implementation of effective interaction of railway transport with stakeholders to improve its image; the formation of knowledge subsystem of economic security management.
The article finds that acceleration of the pace of global highintellectual development causes the digital transformation of innovative business processes in the Ukrainian railway transport, and consequently, the continuous improvement of intellectual information systems and technologies of management of innovative processes. The study of the existing models of the innovation process enabled to distinguish its sixth type of "model of digital networks and artificial intelligence". The main feature of this stage of the development of the innovation process is the formation of a single digital platform (innovation portal), which will allow to make transparent the basic business procedures and to form Big Data with the ability to optimize the main innovative business processes. It is proved that a new approach to innovative business processes should include the formation of an intellectual information platform for innovative management which should become a key link to support innovative business processes in the industry. An integrated data bank (Big Data) and situational control centers should also be created as tools for promoting the process of making innovative decisions. As the coordinating situation centers of innovation activity, it is advisable to distinguish between "Investments", "Innovation", "Personal", "Transport Logistic".
The aim of the article is to develop a procedure for implementing an information and consulting web service for personnel management using modern information technologies. It is proposed to use the object-oriented programming language Java. The work of the program is divided into separate blocks, which can be easily adjusted or even replaced. For this, Spring MVC web technologies are used.The system combines complex algorithms and calculations, while it has high flexibility and extensibility with the ability to implement a high level of protection. Another important aspect of developing a web application is ensuring an appropriate level of security with the ability to configure data transfer through encrypted communication channels using the SSL protocol. To increase the flexibility of the system, it is proposed to implement the relationship with the database as a separate module with the ability to adjust it without affecting the main algorithm.In the information and consulting web-service of the district level, a single program operates - the user interface for access to the client database. At this level, they collect, register and process data from enterprises in the region. This is preceded by the preliminary stages of developing the infological model of the subject area, for example, using the ER-model and data design, with further reflection in the datalogical relational model and its optimization (normalization). For the practical implementation of such a datalogical model, a distributed SQL-Server database management system can be used.
The article is devoted to scientific and applied research on the problem of the formation and implementation of a universal, efficient and effective public management system for the development of railway transport in the changing socio-economic and political conditions of Ukraine. The definition of the category “public management of railway transport” and the problems of the railway industry as a whole was clarified. A universal, efficient and effective system of public management for the development of railway transport has been formed, containing all the necessary aspects: entrance to the system, working subsystems, exit, external environment, feedback, as well as the components and elements that are part of them. It has been proven that entrance into the system is the defining management and organizational link of the entire system. The main directions of introduction and development of elements of working subsystems are analyzed. Proposals on operational and strategic directions of improvement of public management of railway industry development in the following areas are presented: improvement of legislative and regulatory framework; full separation of the functions of public administration from the economic functions of railway enterprises; the development and implementation of a new public tariff management system; development of a progressive approach to the organization and management of passenger transportation and the introduction of a public administration system in the international security. It was concluded that the effective operation of the developed system and the successful introduction of areas of improvement of public management for the development of the railway industry will achieve the following results: create conditions for the development of free competition in the industry; increase the competitiveness of the railway industry in Ukrainian and international markets; achieve the desired indicators of railway industry efficiency and innovation growth
The article proves the need to intensify the activities of railway transport enterprises, which is due to the transition of these business entities to digital, intelligent and robotic systems, in turn, this has both economic and social prerequisites. To increase the robotization of enterprises in the industry, it is necessary to use the appropriate organizational and economic mechanism, which should be built taking into account the peculiarities of the functioning of railway transport enterprises. This mechanism should contain three components (target, investment, technical and technological), each of which should perform certain functions. The mechanism should be considered as a certain set of elements having systemic properties, the most important of which is target orientation. It will make it possible to minimize the above-mentioned problems, to use effective tools for the transition of the agricultural sector to digital and robotic systems, to ensure sustainable rates of development and modernization of agricultural production. The target component consists in determining the target orientation of the introduction of robotics at railway transport enterprises. The investment component should include market research of railway robotics, subsidizing the cost of purchasing robotics, regulating the pricing of robotics, and determining the amount of investment in the robotics of industry enterprises. The technical and technological component includes the identification of the needs of railway transport enterprises in robotics, the selection of robotics that best meets the requirements of a specific production unit in terms of capacity, the development of recommendations for the use of robotics for them, research and development works for the creation of robotics and digital technologies. Within the target component, three possible scenarios for the development of domestic railway robotics were identified, the implementation of which is inextricably linked to state support for this activity: inertial scenario: preservation of the state's existing positions in this field, in which railway robotics is not among the priorities of state support; scenario of fragmented support: concentration of efforts on the creation of domestic robotics in the specified individual directions; system support scenario: qualitative positive changes in the creation and mass implementation of robotics at railway transport enterprises.
