Certainty of property rights will ensure the sustainability of resources, including the use of non-commercial clean water in the Bukit Tiga Puluh National Park (TNBT) area. Data were collected through in-depth interviews, field observations, and document studies. The results showed that the Sejuk Lestari Drinking Water Supply and Sanitation System Management Group (KPSPAMS) as water manager is a proprietor. The people of Lahai Kemuning Village as water users are authorized users. Balai TNBT as the party that manages the area is the owner. The Department of Public Works and Public Housing (PUPR) of Indragiri Hulu Regency as the party that builds water facilities and infrastructure is an authorized entrance.
